Very good to see Butte County revising its ordinances in the light of day along with Stakeholder Engagement and a
Public Participation Plan. Also good to see the choice a contractor experienced with both valley groundwater and
foothill water issues as well. While SGMA has forced the county and its Department of Water and Resource
Conservation to delve deeply into the former, the latter have been mostly overlooked.
And good to see the focus on Watershed Protection overlay zones. The overlay surrounding Paradise Lake and
Magalia Reservoir inhibits (re)development in these areas and appears overbroad but might prove fully justified
with deeper analysis.
I look forward to robust participation from foothill residents throughout this process and especially from domestic
well users in fractured rock areas.
