Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company's (PG&E) responses to address
the Federal Energy Regulatory Commission’s (FERC) comments (C-1, C-2, and C-3) on
the removal of dead and hazardous trees, at Philbrook Dam, which is part of PG&E’s
DeSabla-Centerville Hydroelectric Project, FERC No. 803. PG&E received FERC’s
comments in a letter dated December 3, 2025, which included FERC’s authorization to
implement the tree-removal project provided that PG&E addresses the comments within
10 days.
PG&E's responses to C-1, C-2, and C-3 are enclosed with this letter (Enclosure 1).
PG&E believes Comments 1, 2, and 3 have been satisfactorily addressed based on the
information enclosed with this letter. Should you have technical questions concerning
this matter, please contact Isabelle Rawlings, senior dam safety engineer for PG&E, at
