Re:Tree Removal
Dear Mr. Cruzen:
This is in response to a letter dated July 16, 2025,from Mr. Robert Ellis
submitting a hazard tree removal plan for Bucks Lake Dam, which is part of the Bucks
Creek Hydroelectric Project, FERC No. 619. We have reviewed the submittal,which
indicates that the tree removal project will potentially consist of three separate projects
over the next 10 years. We have following comments:
1.Your request of a target completion year of 2035 is unacceptable for the
following reasons:
a.Refer to our authorization letter dated March 13, 2025 where we
requested that you provide a brief report documenting the work within
90 days completion of the tree removal or by no later than March 31,
2027, whichever comes first.If additional time is required beyond this
date, you must request an extension of time with an exact due date the
report will be submitted.
b.The access road and spillway projects are scheduled to occur
somewhere in the next 3 to 10 years. With the changes already noted in
your approach to these projects, we cannot authorize tree removal
without having precise designs that could influence the permitting of the
access road and spillway project.
2.You state that the work will occur after September 1st because of our comment
regarding additional consultation required for work between February 15th and
August 31st in any given year. We remind you that any work started after

September 1st must be completed prior to February 15th of the following year
or the additional consultation with the agencies noted in our March 13, 2025,
letter is required.
3.Provide an updated submittal requesting authorization only for the trees at the
toe of the dam not associated with the future spillway or access road project.
Provide a specific date for the completion of the removal of these trees.
Within 45 days of the date of this letter, provide a response to our comments or a
plan and schedule to address our comments. File your submittal using our eFiling system
at https://www.ferc.gov/ferc-online/overview. For all Dam Safety and Public Safety
Documents, select Hydro: Regional Office and San Francisco Regional Office from the
eFiling menu. The cover page of the filing must indicate that the material was eFiled.
