Re:Notification of Hazard Tree Removal
Dear Mr. Cruzen:
This is in response to a letter dated September 4, 2025,from Mr. Robert Ellis that
submitted a hazard tree removal plan for Philbrook Dam, which is part of the DeSabla-
Centerville Hydroelectric Project, FERC No. 803. The project consists of cutting several
trees but leaving the stumps in place.We have reviewed the submittal,and we have
following comments:
1.We note that you indicate any observed changes will be discussed during annual
inspections. That is unacceptable. If you encounter any changes, unplanned
circumstances, or anything potentially impacting the safety of the dam during the
tree removal it must be reported to us immediately. Similarly, any potential dam
safety items noted during the year must be immediately reported to us.
2.Provide a firm date for completion of this project.
3.Upon completion of the removal of the trees, submit a brief report summarizing
the work and any unusual conditions or items that are important to document for
future reference.
Provided that you address the above comments within 10 days of the date of this
letter, you are authorized to proceed with the tree removal upon receipt of this letter.
Failure to adequately address our comment within 10 days will require a suspension of all
work until the comment is addressed.

coordination with resource agencies as well as the procurement of any federal, state, or
local permits required for the work.
