Re:Field Inspectors’Resumes
Dear Mr.Cruzen:
This is in response to a letter dated November 20, 2025,from Mr. Robert Ellis that
submitted resumes for additional field inspectors to replace the previous inspectors for
the Weir Modification Project for Philbrook Dam, which is part of the DeSabla-
Centerville Project, FERC No.803. We have reviewed the submittal,and we have the
following comment:
The proposed field inspectors, James Layfield and Justin Welty, are acceptable to
serve as senior civil inspectors, and replace the senior civil inspectors authorized
in the October 10, 2025, construction package.
We appreciate your cooperation in this aspect of our dam safety program. If you
