The draft HCP covers routinevegetation management activities for five years along specific levees maintained bythe California Department of Water Resources in Colusa, Glenn, Butte, Yolo, Solano,Sutter and Sacramento counties. The Service's preliminary determination is that theproposed permitting action may be eligible for a categorical exclusion. Vegetation management for levees along the Sacramento River, Butte Creek, CacheCreek, Putah Creek and the Yolo Bypass often requires the removal or trimming ofelderberry shrubs (Sambucus spp.). This is the sole host plant for the federallythreatened valley elderberry longhorn beetle. The California Department of WaterResources included mitigation measures it will take to minimize the impact ofmaintenance activities on the beetle, including limiting the amount of trimming toelderberry shrubs, conducting work during the fall and winter, and replanting shrubsthat are removed. The project will have minimal impact on the valley elderberrylonghorn beetle. The Service is seeking public comment on this draft HCP. The documents areavailable for public inspection in the Federal Register today and will publishtomorrow, November 25, 2025. The publication will open a 30-day public commentperiod. The Service will consider comments from all interested parties received byDecember 24, 2025.
