Dear Mr. Blackett:
Pursuant to 18 CFR §12.24, 12.25, South Feather Water and Power Agency submits this annual
Emergency Action Plan (EAP) Status Report documenting compliance status with Chapter 6 of the FERC
Engineering Guidelines which outline regulatory requirements for hydropower projects.

Items included in this status report are outlined below:
• The date of the annual comprehensive review of the EAP. Staff continually review the EAP for
content accuracy and clarity, as well as potential improvements. Dam safety training and review
of the EAP for SFWPA staff was held on June 25, 2025, July 30, 2025, and October 29, 2025. The
annual binder holder review of the EAP was conducted on October 23, 2025.
• The date on which any EAP updates were sent to binder holders. The binder holders attending
the October 23, 2025 annual meeting were able to review contents of the current EAP and provide
comments for necessary updates.
• A list of recipients of the EAP. See Appendix A.
• The date of the last full reprint and distribution of the EAP. The last full reprint was done in
2020. Requested updates to the EAP are completed and distributed annually. The Agency will be
submitting a complete reprint of the SFWPA EAP to the FERC and all binder holders by January
30, 2026.
• The date of the last Annual Seminar, Table Top and Functional Exercises and description of
what was discussed. The last annual seminar was hosted on October 23, 2025. The last table top

and functional exercises were conducted on December 8, 2022. See Appendix B for the Annual
Seminar presentation, including a summary of discussion and list of attendees.
• The date of the last call-down drill. The last call-down drill was conducted on October 29, 2025.
See Appendix C.
• The date and results of the most current Sudden Failure Assessment. The most recent Sudden
Failure Assessments were conducted in March 2025. See Appendix D.
• The date and description of any public education materials provided during the year, and to
whom. The 5-member Board of Directors is updated regarding dam safety issues on a monthly
basis at the regularly scheduled Agency Board meetings. The Agency maintains public outreach
materials on its’ website under Dam Safety - South Feather Water & Power Agency. Here, the
public is able to access the comprehensive informational booklet created by FEMA “Living With
Dams: Know Your Risk” and in 2025 added South Fork Power Project specific safety outreach
materials, and these were printed and distributed at the EAP Annual Seminar on October 23, 2025.
• A table including all parties who 1) received EAP updates, 2) participated in the annual seminar,
and 3) participated in the annual call-down drill. See Appendices A through C respectively.
• For a project previously exempted by FERC from filing an EAP, you must still submit an annual
report. The annual review and status update of the Agency’s Emergency Plan Exempted dams
was conducted by the CDSE and CDSC, and submitted via separate electronic filing to FERC on
November 18, 2025.
