In response to letters from the Central Valley Regional Water Quality Control Board (CVRWQB) dated September 1, 2023, which was amended on January 4, 2024, and June 27, 2024, and from the California Department of Fish and Wildlife (CDFW) on September 15, 2024, PG&E has provided CDFW and CVRWQB with the requested monitoring reports and data. PG&E provided FERC the water quality monitoring reports and data from February 2024 through February 2025 on December 31, 2024, February 7, 2025, March 19, 2025, April 22, 2025, June 17, 2025, and July 10, 2025, respectively. On June 13, 2025, PG&E submitted a formal request to discontinue water quality monitoring. On July 22, 2025, the CVRWQCB requested supplemental documentation. PG&E provided this documentation on September 15, 2025. Upon review of the submitted information and site conditions, CVRWQCB approved PG&E’s request on November 4, 2025, concluding that the potential for further sediment input from the breach site was low. In the interim, the Central Valley Water Board approves suspension of continuous monitoring for turbidity and temperature at Above Butte Head Dam (background reference location) and Forks of Butte Recreation Area until the Central Valley Water Board issues a decision whether monitoring is required to resume or if monitoring under the 13267 Order may be terminated. The suspension is contingent on ongoing continuous monitoring for turbidity and temperature at Lower Centerville Diversion Dam and Centerville Powerhouse (as part of PG&E’s long-term monitoring program for the watershed) for at least the period of suspension of monitoring at the other two locations. In CVRWQCB’s Response to Request to Terminate Butte Canal Water Quality Monitoring, the following language was provided, “If photo documentation is not provided on or before 15 September 2025, continuous monitoring for turbidity and temperature at Above Butte Head Dam (background reference location) and Forks of Butte Recreation Area is required to resume on or before 1 October 2025 with reporting required biweekly (i.e., every two weeks) to the Central Valley Water Board.” I am wondering if PG&E should plan to continue turbidity monitoring at all four locations on October 1. Document Accession #: 20251120-5033 Filed Date: 11/20/2025 Page 1 of 14 On August 1 8 and 21, 2025, PG&E personnel visited several locations associated with the 2023 Butte Canal slide event (event) to photograph current conditions as requested by the Central Valley Regional Water Quality Control Board in the Response to Request to Terminate Butte Canal Water Quality Monitoring Associated with 1 September 2023 Water Code Section 13267 Order (dated July 22, 2025). On August 18 , PG&E personnel hiked to the north bank of Butte Creek across from the 2023 debris fan site (site) and took photos across the creek and from upstream and downstream angles. The water in Butte Creek was clear and no evidence remained of fine sediment from the 2023 event. On August 21, PG&E personnel visited the three armored rock crossings (crossings) that were installed below the canal following the 2023 event. At each crossing, photos were taken from the road on both sides of the crossing, a photo looking upslope from the crossing, and a photo looking downslope from the crossing . No evidence of new erosion at any of the rock crossings was present. On August 21 a drone was flown over the creek and crossings to get aerial images – photos of the site, and the two lower rock crossings are included. A tree obscured the overhead view of the up per rock crossing, so no image was captured from above at this location . In photographs from Photo Points 1 through 5, only cobble and bedrock are visible. No fine red sediment, which was present following the 2023 event, remains in the creek channel at the site. Re-establishment of riparian vegetation on the north bank of Butte Creek is also evident. In photographs from Photo Points 6 through 1 4 , clean rocks and stable slopes are visible at each crossing . No evidence of new erosion above or below each of the crossings is present. The order is related to the Butte Creek Canal breach and was modified by the Partial Approval of Request to Terminate Butte Canal Water Quality Monitoring issued on June 27, 2024. The current requirement is for PG&E to continuously monitor turbidity and water temperature at four locations: 1) Above Butte Head Dam, 2)Forks of Butte Recreation Area, 3) Lower Centerville Diversion Dam, and 4) Centerville Powerhouse. Monitoring was temporarily suspended at two sites - Above Butte Head Dam and Forks of Butte Recreation Area - between June 27, 2024, and October 1, 2024, with the partial approval from CVRWQB of PG&E’s May 23, 2024, Request to Terminate Butte Canal Water Quality Monitoring. PG&E requests to indefinitely suspend turbidity and water temperature monitoring at these two sites. Document Accession #: 20251120-5033 Filed Date: 11/20/2025 PG&E intends to continue ongoing turbidity and temperature monitoring at Lower Centerville Diversion Dam and Centerville Powerhouse, as those locations are part of our long-term monitoring program. The long-term monitoring program has provided data on the seasonal variability of turbidity in the watershed. Since issuance of the Butte Creek Canal breach orders and following the Partial Approval to Terminate Monitoring, PG&E has continued to meet all monitoring requirements and has reported findings consistent with orders from the CVRWQCB. The monitoring, as documented in the reports, has conclusively shown that during the 2024-2025 water year (October 1, 2024 - September 30, 2025) that turbidity measured downstream and upstream of the Butte Creek Canal event are similar, indicating that sediment originating from the canal breach is not contributing to any increases in turbidity. The small differences in turbidity at sites moving from upstream to downstream can be attributed to sediment inputs from tributaries (e.g., West Branch Butte Creek) and bank erosion during periods of high flow. Additionally, transect surveys of pools in 2024 did not find any red sediment, and analysis of aerial imagery showed a reduction in fine red sediment between 2023 and 2024, indicating that there was not input of sediment originating from the canal breach (see attached file - Appendix A). Since the completion of sediment removal in Fall 2023, the region has had two years of above average rainfall, including many storm events and several atmospheric rivers. This precipitation has continued driving sediment transport in the entire Butte Creek watershed. The data have shown that Butte Creek turbidity has returned to natural conditions for the watershed. Finally, the rainfall season for 2024-2025 is now ending, and seasonal sediment transport in the watershed is significantly diminishing. Approval of this request by the CVRWQCB would result in the removal of the Above Butte Head Dam and Forks of Butte Recreation Area turbidity monitoring sites. The turbidity and temperature monitoring at Lower Centerville Diversion Dam and Centerville Powerhouse will continue, as those locations are part of PG&E’s long-term monitoring program. PG&E will share those data with the CVRWQCB on a monthly basis per our existing site management protocols, as was done prior to the issuance of the 2023 order.
