Dear David E. Capka:
This letter presents Pacific Gas and Electric Company's (PG&E) responses to address the Federal
Energy Regulatory Commission’s (FERC) comments (C-1 through C-6) on the 12th Part 12D
inspection plan (dated October 14, 2025) for the comprehensive assessment of Philbrook Dam, which
is part of PG&E’s DeSabla-Centerville Hydroelectric Project, FERC No. 803. PG&E received FERC’s
comments in a letter dated November 24, 2025.
PG&E's responses to FERC’s comments are enclosed with this letter (Enclosure 1). A revised
inspection plan is provided in (Enclosure 2).
PG&E believes FERC’s comments have been satisfactorily addressed based on the information
enclosed with this letter and no further action is necessary. Should you have technical questions
concerning this matter, please contact Isabelle Rawlings, senior dam safety engineer for PG&E, at
