Dear Frank L. Blackett:
Pursuant to FERC Chapter VI: Emergency Action Plans (revised July 2015) Section 6-
2.2.6, Pacific Gas and Electric Company (PG&E) has completed the 2025 Annual Status
Report for Emergency Action Plans (EAP) for the Feather River Watershed, which
includes the following Federal Regulatory Energy Commission (FERC) projects: Bucks
Creek Hydroelectric Project No. 619, DeSabla-Centerville Hydroelectric Project No. 803,
Rock Creek-Cresta Hydroelectric Project No. 1962, and Upper North Fork Feather River
Hydroelectric Project No. 2105. The report is attached to this letter in (Enclosure 1). The
dams covered in this status report are provided in (Enclosure 2).
PG&E has reviewed and hereby concurs with the content of Enclosure 1, which was
prepared on behalf of PG&E by a consultant.

Re: Monthly Construction Reports for Spillway Rehabilitation Project at Lower Bucks
Lake Dam
Dear Mr. Cruzen:
This is in response to your letters dated November 24, 2025,and December 4,
2025,from Mr. Matthew Joseph who submitted monthly construction reports for the
Spillway Rehabilitation Project at Lower Bucks Lake Dam, which is part of the Bucks
Creek Hydroelectric Project, FERC No. 619.We have reviewed the submittals, and we
have the following comment.
November 2025 Report –Page 10: Photo,titled “Final “sweep” of the spillway via
ropes. -11/18/2025”, shows what appears to be a finished concrete surface with
numerous voids / rock pockets, possible surface delamination,and mis-matched
seam lines between slabs. None of these observed flaws are appropriate for a
spillway chute.Based upon the photo, provide an update,with photos,in your next
monthly construction report to address what was done to repair the unacceptable
condition of the spillway.
