USFS United States Forest Service Document Accession #: 20251229-5298 Filed Date: 12/29/2025 1 December 2025 Poe Hydroelectric Project, FERC No. 2107 ©2025, Pacific Gas and Electric Company 1.0 Introduction This report presents the annual invasive weed control activities implemented by Pacific Gas and Electric Company (PG&E) for the Poe Hydroelectric Project (Project, Federal Energy Regulatory Commission [FERC] License Number [No.] 2107 [License]). The invasive weed control program is implemented in compliance with PG&E’s License issued on December 17, 2018 (FERC 2018). Article 403 and United States Forest Service (USFS) 4(e) Condition No. 34 of the Project License require PG&E to develop a Poe Integrated Vegetation Management Plan (Plan). The intent of the Plan is to prevent and control invasive weeds found within the Project (PG&E 2020). The FERC approved the Plan in an order issued on November 2, 2023 (FERC 2023). The Project is located within the North Fork Feather River (NFFR) watershed in Butte County, California (Figure 1). The Plan requires the development of the Poe Invasive Weed Management Strategy (Strategy). The Strategy provides specific treatment prescription for target invasive weed species that were identified during comprehensive surveys, and best management practices (BMPs) to protect sensitive resources (PG&E 2025). Since the Strategy was informed by the comprehensive surveys, it could not be developed until after the first comprehensive weed survey was completed. The first comprehensive survey occurred in 2024; thus, treatments in 2025 were delayed while the Strategy was developed. The USFS approved the Strategy on August 8, 2025. Following approval, treatments are expected to begin in 2026. This annual monitoring report fulfills the reporting requirement of the Plan. It documents the distribution of target invasive weed species , control treatments applied, and monitoring implemented. This report provides an up-to-date summary of the progress towards implementing the invasive weed management and results of post-construction monitoring performed in 2025. In future years, this report will discuss and compare the treatment efficacy of the annual treatments to the results of the 2024 comprehensive survey and will summarize the results of monitoring to protect rare plants. It will also provide revegetation assessments in the years that these activities occur. 1.1 Project Location The Project is located along an approximate 7.62-mile bypassed reach (Poe Bypass Reach) of the NFFR in Butte County, California. The Project is in forested lands that are sparsely populated. The Project is located just upstream of Lake Oroville, the primary storage reservoir for the California Department of Water Resources’ Feather River Project (FERC Project No. 2100); and just downstream of Cresta Powerhouse, at the western end of PG&E’s Rock Creek–Cresta (RCC), FERC Project No. 1962. Document Accession #: 20251229-5298 Filed Date: 12/29/2025 2 December 2025 Poe Hydroelectric Project, FERC No. 2107 ©2025, Pacific Gas and Electric Company The Project FERC boundary encompasses approximately 305 acres, including 136 acres of PG&E fee-title property, 160 acres of National Forest System Lands (NFSL) managed by the USFS’ Plumas National Forest (PNF), and 9 acres of private land. The Project features within the FERC boundary include the Poe Powerhouse, Poe Dam, Poe Tunnel, and associated access roads and appurtenant facilities (Figure 1). The treatment area, referred to as the Control Area, includes National Forest System Lands within the FERC boundary and PG&E fee-title property within and adjoining the FERC boundary. 1.2 Background PG&E conducts comprehensive surveys and maps special-status plant species and target invasive weed populations within the Control Area of the NFFR watershed. Per the Plan, PG&E conducts special-status plant every ten years, comprehensive invasive weed surveys every five years, and monitoring of treatments annually. These surveys are conducted to inform vegetation management activities, including invasive weed abatement, and to ensure the protection of special-status plants. Due to the potential for vegetation treatments to accelerate these shifts for the treated populations, and high potential for new target invasive weed populations to be introduced in the Project, comprehensive invasive weed surveys are scheduled every five years to inform annual weed abatement activities. Annual monitoring is designed to concentrate on revisiting invasive weed control locations, and adjacent special-status plant populations, to document the efficacy of annual treatments, determine the need for additional or follow-up treatments, and assess the success of the special-status plant avoidance and minimization measures implemented. Annual monitoring will include photo point documentation for the first 3 years of treatment, pre- and post- construction monitoring and revegetation assessment in years when these activities occur. The Plan defines special-status plant species as: •those that are federally listed, proposed, or candidates for listing under the Endangered Species Act (ESA); •listed or candidates under the California Endangered Species Act; •designated as rare under the California Native Plant Protection Act; •identified by the USFS as sensitive, watchlist, or species of conservation concern by the PNF; and/or •assigned a California Rare Plant Rank (CRPR) of 1 or 2. The Plan defines target invasive weed as: •all invasive weeds rated as A, B, or Q by the California Department of Food and Agriculture (CDFA, CDFA 2016, and Meyer et al. 2010), and •any invasive weed species designated by the PNF (USFS 2014). Identified populations were documented using a geographic information system (GIS). The Pacific Gas and Electric Company Poe Hydroelectric Project 2024 Comprehensive Botanical Survey FERC No. 2107 Addressing FERC Article 403 of the License, and Forest Service 4(e) Condition Nos. 34 and 12 (PG&E 2024) documented and mapped the results of the surveys. During the first surveys pe rformed in 2024, nine special -status plant species and seven target invasive weed species were identified and mapped in the Control Area (PG&E 2024, Table 1-1). The nine special-status plant species recorded include: Jepson’s onion (Allium jepsonii), Butte County calycadenia (Calycadenia oppositifolia), white-stemmed clarkia (Clarkia gracilis subsp. albicaulis), golden-anthered clarkia (Clarkia mildrediae s ubsp. lutescens ), Mosquin’s clarkia (Clarkia mosquinii), Ahart’s buckwheat (Eriogonum umbellatum var. ahartii ), s hield-bract monkeyflower (Erythranthe glaucescens), Humboldt lily (Lilium humboldtii subsp. humboldtii ), and Lewis Rose’s ragwort (Pachera eurycephala subsp. lewisrosei). The seven target invasive weed species include: barbed goatgrass (Aegilops triuncialis), tree-of-heaven (Ailanthus altissima), Italian thistle (Carduus pynocephalus ssp. pycnocephalus ), tocalote (Centaurea melitensis), yellow star-thistle (Centaurea solstitialis), medusahead grass (Elymus caput-medusae), and French broom (Genista monspessulana). Table 1-1 lists the target invasive weed species observed during the 2024 comprehensive survey. While invasive weed populations were observed throughout the Control Area, most populations were primarily associated with disturbed areas such as access roads, recreation sites, transmission lines, and Project facilities. Several special -status plant occurrences were located within or near invasive weed occurrences, particularly along Project roads. The following section describes the implementation of invasive weed treatments and monitoring. Detailed methodology can be found in the Plan (PG&E 2020). 2.1 Mapping GIS will be used to create annual treatment and monitoring maps and an information table. A key component of the maps will be a grid system composed of management cells that are 0.62 acre (50 meters by 50 meters) in size. The grid will be placed over the target invasive weed points and polygons collected in the Control Area during the most recent comprehensive survey to create the management grid layer (PG&E 2020). The management grid layer, with an associated data dictionary for collecting attributes of target invasive weed occurrences, will be loaded onto global positioning system (GPS)-capable Apple iPads running ESRI Collector Classic application with ArcGIS Online software. Treatment crews will use iPads to verify invasive weed occurrence locations and property ownership, and to direct and report treatments. Following treatments, iPads will also be used during annual monitoring efforts to direct and collect target invasive weed population data to assess the efficacy of treatments in each management cell. 2.2 Invasive Weed Control Invasive weed control did not occur in 2025 within the Control Area on PG&E fee-title property and NFSL administered by PNF. 2.2.1 Treatments Target invasive weed treatments will be implemented by treatment crews under the direction of a qualified Pest Control Advisor. Treatment crews will visit each safely accessible management cell to treat target invasive weeds identified during the 2024 comprehensive survey (PG&E 2024). Treatments are scheduled to occur in the spring and summer of each year beginning in 2026. Chemical treatments on USFS land will be conducted following approved Pesticide Use Permits (PUPs). Manual and mechanical treatments will be used where appropriate, typically when target invasive weed populations are small (<10 plants) and/or adjacent to sensitive resources per the Strategy Document Accession #: 20251229-5298 Filed Date: 12/29/2025 7 December 2025 Poe Hydroelectric Project, FERC No. 2107 ©2025, Pacific Gas and Electric Company (PG&E 2025). During all treatments all BMPs listed in the Strategy will be implemented to protect water resources, plant and animal species, and their habitats. 2.2.2 Monitoring In the spring, summer, and fall target invasive weed control activities will be monitored by qualified contractor botanists. Treated management cells will be monitored approximately four weeks after chemical and/or manual treatments occur. Monitors will visit safely accessible management cells with known target invasive weed occurrences to sight-check for living or fruiting target plants and record their population sizes. Future reports will describe treatments and monitoring of these seven species, supplemented with any subsequent incidental observations during implementation of these activities. There are no 2025 results included in this report since no 2025 treatments occurred. Table 3-1 and Table 3-2 present 2024 data from comprehensive surveys and provide a framework for reporting monitoring results during years treatments are conducted. Treatments are expected to begin in 2026. All other population numbers represent individual plant species Document Accession #: 20251229-5298 Filed Date: 12/29/2025 10 December 2025 Poe Hydroelectric Project, FERC No. 2107 ©2025, Pacific Gas and Electric Company 3.2 Additional Special-Status Plant Species Monitoring and Revegetation Monitoring Requirements This section summarizes the results of as needed monitoring that protects special-status plant species and assesses the success of revegetation efforts consistent with the Plan. 3.2.1 Photo-Point Monitoring: Monitoring Invasive Weed Control and O&M Disturbance Activities The following describes photo-point monitoring requirements but does not provide any results as this monitoring is not expected to begin until 2026. Consistent with Section 6.7.4 of the Plan (PG&E 2020), special-status plant species in the vicinity of invasive weed control and operations and maintenance (O&M) disturbance activities in the Control Area will be flagged for avoidance prior to the activity. To allow for an assessment of these activities on special-status plants, a limited number (e.g., 10 or fewer) of semi-permanent photo-monitoring plots within special-status plant occurrences will be established to allow for an assessment of the potential impacts of these activities on special-status plant species. These photo-monitoring plots will be located adjacent to roads or other facilities that experience regular Project disturbance and primarily focus on USFS sensitive serpentine species. Special-status plant occurrences within the photo-monitoring plots will be monitored annually for the first three years of treatment beginning in 2026 (year 1). The results of the annual special-status plant disturbance monitoring will be included as an appendix to the annual invasive weed monitoring report for the duration of the disturbance monitoring period (a minimum of 3 years). 3.2.2 Planned Disturbance Activities Monitoring In compliance with Section 6.7.4 of the Plan (PG&E 2020), Kleinfelder botanists conducted a pre- construction evaluation and post-activity monitoring for the Bardees Bar Recreation Improvements Project which falls within the Control Area. These results are described in the 2025 Bardee’s Bar Post-Activity Monitoring (Appendix B). 3.2.3 Revegetation Monitoring The following outlines revegetation monitoring requirements but does not provide any results, as no sites currently require this work. Section 7.0 Revegetation of the Plan (PG&E 2020) provides guidelines on identifying sites where revegetation may be required. As part of the planned pre- construction evaluation (non-emergency work), PG&E will assess factors such as site size, percent vegetation cover, erosion potential, plant community, and land ownership. The post-assessment will occur within 30 days of disturbance, or as soon as feasible afterwards. Further need for revegetation and/or for monitoring will follow the guidance in the Plan. In years when post- assessment is required, the findings will be included as an appendix to the annual invasive weed monitoring report. The locations of these invasive weeds have been incorporated into an interactive map using 0.62-acre (0.25-hectare) management cells to guide treatment and monitoring efforts in 2026. Bardees Bar Recreation Site in Plumas County, California ___________________________________________________________________________________ INTRODUCTION As part of PG&E’s FERC Poe Hydroelectric Project (License No. 2107), issued on December 17, 2018, PG&E completed recreation enhancements at Bardees Bar, located along the North Fork Feather River in Plumas County, California (Bardees Bar Recreation Improvements Project). In accordance with License No. 2107, PG&E is required to protect special-status plant species for planned disturbance activities (i.e., non-emergency ground-disturbing construction activities). Per Special Status Plant Protective Measure 6.7.5—Monitoring Planned Disturbance Activities—of the Plan (PG&E 2020), PG&E will flag the known occurrences of special-status species in planned disturbance areas and conduct pre-construction evaluation and post-activity monitoring of the resources. Per the above requirements, the following activities were completed for the Bardees Bar Recreation Improvements Project: •May 10, 2023 –Pre-construction evaluation •October 4, 2023 – Construction completed •June 4, 2025 –Post-activity monitoring METHODS AND RESULTS On May 10, 2023, Kleinfelder botanists conducted pre-construction evaluation of the Project Area within a 100-foot buffer prior to the start of construction activities in accordance with License No. 2107 (Kleinfelder 2023; Figure 1: Survey Location). The survey followed procedural requirements for rare plant surveys, with all vascular plants identified to a taxonomic rank sufficient for determining status (Kleinfelder 2023). Jepson’s onion (Allium jepsonii), shield bracted monkeyflower (Erythranthe glaucescens), and Lewis Rose’s ragwort (Packera eurycephala var. lewisrosei) were identified growing along the road edge and road bank, along nearly the entire length of the access road (Figure 2: Photographs). All special-status plants were flagged for avoidance. The Integrated Vegetation Management Plan (IVMP) and annual monitoring report is required by Article 403 and 4(e) Condition Nos. 34 and 12 of the license. PG&E did not conduct invasive weed treatments during the 2025 season due to ongoing coordination with the U.S. Forest Service on the development of the Poe IVMP Strategy, which received Forest Service approval on August 8, 2025. This annual report outlines the framework for future reporting and includes a summary of monitoring activities and results of the Bardee’s Bar post-activity monitoring memorandum.
