Kanaka Decommission Final Construction Report
Dear Secretary Reese and Mr. Blackett,
Enclosed for filing is the Final Construction Report documenting completion of decommissioning
activities for the Kanaka Hydroelectric Project (FERC Project Number P-7242-060), submitted pursuant
to Ordering Paragraph (g) of the Commission’s September 15, 2025, Order Approving Surrender of
License and Removal of Project Features. STS Hydropower, LLC completed decommissioning
demobilization activities on November 21, 2025.
As documented in the enclosed report, STS completed decommissioning activities consistent with the
Commission Order, including (but not limited to): removal of mechanical and electrical equipment;
removal of the powerhouse structure, sealing the penstock; filling/backfilling the tailrace; and final
grading/stabilization of disturbed areas to match surrounding slopes.
Upon the Commission’s Division of Dam Safety and Inspection (D2SI) –San Francisco Regional Office
acceptance of this Final Construction Report, STS respectfully requests issuance of the letter confirming
the report is satisfactory and the license surrender is effective.
