The Poe Streamflow Gaging Plan, approved by FERC March 16, 2020, requires PG&E to provide a streamflow data report to the State Water Resources Control Board (SWRCB), Forest Service, United States Fish and Wildlife Service (USFWS), and California Department of Fish and Wildlife (CDFW) by January 31 of each year. License Article 401(b) specifies that this report must be filed with FERC no later than December 31 for the previous water year. PG&E provided a Draft Streamflow Gaging Report to the Forest Service, SWRCB, CDFW, and USFWS by email on January 30, 2025. Over 30 days was allowed for review and comment. The U.S. Forest Service responded with no comments. No other responses were received. The final Water Year 2024 Streamflow Data Report is provided in (Enclosure 1). Draft Streamflow Data .RTF Format Document Accession #: 20251223-5047 Filed Date: 12/23/2025 Poe Hydroelectric Project, FERC Project No. 2107 January 2025 Page 1 Poe Hydroelectric Project, FERC Project No. 2107 ©2025, Pacific Gas and Electric Company Public SECTION 1.0 Reporting Requirement On December 17, 2018, the Federal Energy Regulatory Commission (FERC) issued a new license for Pacific Gas and Electric Company’s (PG&E) Poe Project, FERC No. 2107. That license incorporates a State Water Resources Control Board (SWRCB) 401 Water Quality Certification (WQC) as Appendix A. Condition 7 of the certification required PG&E to create a Streamflow Gaging Plan, approved by FERC on March 16, 2020. As stated in the plan: By January 31 of each year, the Licensee will provide a draft report to the SWRCB, Forest Service, USFWS, and CDFW for their review and comment. The report will include the following information for the preceding water year (October 1 through September 30): 1) for NF-23 which monitors compliance with conditions in the FERC license, flow data of appropriate time step in electronic format; and 2) a description of any deviations from the flow requirements in the license. For the purpose of reporting compliance with the instream flow requirement, daily mean data shall be included in the report for all continuously gaged locations. Continuous 15-minute or hourly flow data in DSS format (or comparable format) will be provided to the Forest Service, State Water Board, USFWS, and, CDFW upon request. The report will also state that information on any modifications to this gage to meet requirements in Section 3.0 above, should be available on the CDEC website for North Fork Feather River at Pulga, NF-23 (CDEC Station ID NFP). The development of the plan is included in the requirements of License Article 401, FERC’s Form L-1 Article 8, and the United States Forest Service (USFS) 4(e) Conditions No. 23 and No. 28; however, these sections of the license have no specific requirements relevant to the annual report mentioned within SWRCB WQC Condition 7. The Poe Sediment Management Plan, approved by FERC February 11, 2021, has a similar flow reporting requirement. It states: To assess whether sediment monitoring is required, PG&E will provide the Agencies with a technical memorandum that provides daily average flow for the period from October 1-June 30 by August 15 of each year. The report will summarize whether the maximum daily average flows were sufficiently low (<2000 cfs) to trigger fine sediment monitoring. PG&E will not provide preliminary drafts of the Annual Flow Report. This report provides the daily average flow measured at NF-23 from October 1, 2023 to September 30, 2024, and addresses other stipulations in the Streamflow Gaging Plan. Gage 23 is used to document compliance with minimum stream flows as required by the FERC license. PG&E reviews flow and elevation data daily via a Supervisory Control and Data Acquisition (SCADA) system and Hydrologic Data Storage and Retrieval Software (HYDSTRA). PG&E verifies stage accuracy using a staff gage during site visits and submits site visit records to USGS for annual review. PG&E and USGS are each required to make a minimum of two low-flow measurements per year to validate gage data. In collaboration with the USGS, those measurements were incorporated into the gage rating as appropriate. Table 1. From September 15, 2024 – September 20, 2024, MIF were reduced in accordance with FERC approved Poe Bypass Reach Fish and BMI Monitoring Plan. The Poe Bypass Reach Fish and BMI Monitoring Plan includes the following language: PG&E may reduce streamflows defined in, and in accordance with any other requirements of, SWRCB WQC Condition 1, Forest Service 4(e) Condition No. 23, and FERC License Article 401(c) to implement this monitoring Plan under the following conditions: 1. Monitoring will occur between September 15 to October 15, with a goal to complete monitoring by the end of September, whenever possible; 2. Monitoring streamflows will be no less than 55 cfs; 3. Reduced streamflow shall not exceed 10 consecutive days; 4. Up and down ramping rates during this period will be limited to no more than 100 cfs per hour; 5. Reduced streamflow may only be commenced if no whitewater boating flow releases have occurred for seven consecutive days; Each year that monitoring occurs, PG&E shall provide the agencies with the specific proposed schedule at least 45 days prior to monitoring. Agencies will have 15 days to comment on the schedule, and if any agency proposes an alternative schedule, PG&E will convene a conference call with all agencies to develop a revised schedule. Baseline sediment monitoring has occurred in 2021, 2022, and 2023. Nevertheless, maximum daily average flows were not sufficiently low (<2000 cfs) to trigger fine sediment monitoring (Table 1).
