Training should be expanded in each division and developed for each dam to train staff in the specific potential failure modes for the individual dams that they are responsible for. Response: ODSP Section 5 has been expanded to include varying training procedures for all new hires based on role. Training completion will be tracked by human resources personnel. The annual general and site-specific training for existing employees will continue to raise awareness of common and site-specific potential failure modes. Recommendation 2024-04: Research the history of each dam and expand the dam issue tracking spreadsheet to capture relevant issues before 2020. Response: Available historical information has been included in the project digital archives. A summary of the information is included in the supporting technical information documents for Part 12D projects. The project history is routinely reviewed by dam safety personnel and as part of the Part 12D inspection process. Emergent conditions are documented in the annual DSSMR and tracked in the annual dam safety status updates. Recommendation 2024-05: Work with divisions to develop corporate-wide dam safety guidelines for training, implementation of major dam safety capital projects, and projects to address emerging dam safety incidents. Response: As stated in the August 6, 2025 response letter, ECRE has restructured the internal Project Management function to better track, plan, and implement both major and minor capital projects related to dam safety which will facilitate quicker identification and resolution of emerging dam safety concerns and issues. As stated in response to comment 2024-01 above, the training program for new hires has been enhanced to improve on-boarding and eliminate training gaps for new employees. The site-specific training program for existing operations personnel was expanded to include a classroom component in addition to the field component previously required.
