Dear Frank L. Blackett:
This letter reports on the completion of Pacific Gas and Electric Company's (PG&E) efforts to
address Recommendation 5 (15-R5) from the 10th Part 12D safety inspection report (dated
October 2015) and Recommendation 5 (20-R5) from the 11th Part 12D safety inspection report
(dated October 2020) for Philbrook Dam, which is part of PG&E’s DeSabla-Centerville
Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 803. PG&E provided
a status update and extension of time (EOT) request regarding the efforts to address the
recommendations in a letter dated May 24, 2023, and most recently requested an EOT in a
letter dated January 28, 2025.
Summaries and conclusions of PG&E’s efforts to address 15-R5 and 20-R5 are provided in
(Enclosure 1) of this letter. PG&E believes 15-R5 and 20-R5 have been satisfactorily addressed
based on the information enclosed with this letter.
