Comments and Suggestions can be sent to this email address: mailto:FERCOnlineSupport@Ferc.gov 194 FERC ¶ 62,082 UNITED STATES OF AMERICA FEDERAL ENERGY REGULATORY COMMISSION Pacific Gas and Electric Company and City of Santa Clara Project No. 619-164 ORDER APPROVING REVISED IMPLEMENTATION SCHEDULE TO COMPLETE RECREATION FACILITIES (Issued February 18, 2026) 1.On June 18, 2024, Pacific Gas and Electric Company (PG&E) and City of Santa Clara, licensees for the Bucks Creek Hydroelectric Project No. 619,1 filed a request to revise the implementation schedule to complete recreation facilities, pursuant to the project’s approved recreation plan (RMP).2 The project is located in Plumas County, California on Bucks, Grizzly, and Milk Ranch creeks,tributaries of the North Fork Feather River. The project occupies federal land within the Plumas National Forest managed by the U.S. Forest Service (Forest Service). 2.The RMP provides an implementation schedule in Table 3.1-1, identifying a variety of project recreation facility upgrades the licensees would undertake and the anticipated completion year. The licensees propose to advance and delay some of construction activities listed in Table 3.1-1. These changes are included in this order as Appendix A. 3.Section 3.1.4 of the RMP discusses the licensee’s anticipated 5-year, three-step planning and implementation process for construction and reconstruction of project facilities including site planning; preparing a site development plan and construction plan; and the contracting and construction of each facility. The RMP also generally discusses scheduling uncertainties for activities such as environmental analyses, consultations, and permitting and construction may not occur until all necessary 1 Order Issuing New License (179 FERC ¶ 61,202), issued June 16, 2022. 2 The RMP was filed on October 3, 2019. The RMP, as approved in the license under Article 401, in accordance with State Water Resources Control Board (SWRCB) 401 Water Quality Certification (WQC) Condition 21 and U.S. Department of Agriculture, Forest Service’s (Forest Service) section 4(e) Condition No. 55 require the licensees implement the Bucks Creek RMP. Section 3.1.4.3 states that the implementation schedule for constructing or reconstructing these facilities may be revised, as needed, with concurrence with the Forest Service. Section 6 of the RMP discusses, in pertinent part, that once receiving Forest Service approval, the revisions to Table 3.1-1 would be filed with the Commission for approval. 4.In the request, the licensees state the implementation schedule set forth in Table 3.1-1 does not accommodate a multi-year, three-step planning and implementation process that is described in the text of the RMP. The filing also describes how the RMP allows for revisions to the implementation schedule,and the revisions would reduce impacts to project recreation closures by coinciding with other ongoing planning and construction within the project, including roadwork activities. The filing provides consultation documentation of PG&E seeking approval from the Forest Service in an email dated April 1, 2024. The Forest Service provided concurrence via email on June 14, 2024. 5.The RMP allows for revisions, once approved by the Forest Service and FERC, to the implementation schedule in Table 3.1-1. Since license issuance, it appears the licensees initiated the multiyear planning framework and determined specific recreation construction activities could be both advanced and delayed, and to some extent coincide with other construction activities and reducing impacts to recreation closures. The proposed revisions to Tabel 3.1-1 are reasonable and should be approved. The Director orders: (A)Pacific Gas and Electric Company and City of Santa Clara’s June 18, 2024 request to revise the implementation schedule, as reflected in Appendix A of this order, to complete recreation facilities, pursuant to the approved recreation plan for the Bucks Creek Hydroelectric Project No. 619, is approved. (B)This order constitutes final agency action. Any party may file a request for rehearing of this order within 30 days from the date of its issuance, as provided in section 313(a) of the Federal Power Act, 16 U.S.C. § 825l, and the Commission’s regulations at 18 CFR § 385.713 (2025). The filing of a request for hearing does not operate as a stay of the effective date of this order, or of any other date specified in this order. The licensee’s failure to file a request for rehearing shall constitute acceptance of this order.
