You I hope are able to help me with my new dilemma. as I live in Berry Creek California I
was right next to Jeff Davis who is the water district manager although he says he's not
when you ask him why things are done he claims to be just the maintenance man and
says the board of supervisors gives him orders I find this hard to believe let me enlighten
you want some of the things that have happened it started when we first moved in the
code calling for little things as we're trying to get the property in order female and then
when the fire took place fever did not clean up our property everybody picked up and left
before they did it we had a bunch of metal that was way too heavy for us and it cost not
only that the tour or something take down and we have not been over there after paying
16,000 for brand new septic tank that we had just purchased prior to it was really hard so
it took us a little while to get all the big heavy metal out and clean the property he called
code everyday then not only that a year later tree fell on her RV as we getting ready to
rebuild almost killed us we had to move in front of the property while they were cleaning
the tree and the other RV it was 24 hour notice as he put on our door telling us we
couldn't park there that any car that he saw which our cars were never parked by the
street they were always inland any car without a registration that was up to date which
they were we're just going to be towed away he wouldn't turn on our water because we
parked up front we were waiting for the clean up crew to come pick up the 200-ft tree
that fell in our property and they were coming in code knew about it code had no
problem where we're with where we were and Jeff Davis says that there's this bylaws he
will not provide me with the bylaws he turned off our water because we were parked up
front code said it was okay we had no choice at the time there's three just tore up
everything and it was not an overnight job it took us about 2 weeks he turned off our
water it was midsummer and we had few Cruise working to help get the truth turned off
he decided we want to have water at all even though our bill was paid and he said he
didn't agree with the code that we shouldn't be parked up there was nowhere else to
park and we couldn't afford a rental after all that we've been through or to go get into a
motel room so we parked as far down as we could he called the code every day the code
was getting upset there's nothing we could do he left notes that he was going to tow our
other way but he didn't because he couldn't apparently he wouldn't return our water on
we did pay for water he said because of the tree falling we lost our camping permit it
took me calling the code and the health department the code sent to tell him that no we
did not use our candy permit we just needed to clean up the area so we can move back
down our camping permit was still in effect and it took him two weeks after he was told
to turn it back on to turn it back on he still has a deposit by the way okay in the meantime
we're cleaning up the area it's got really bad everything is good and it's mind you the tree
to both of our cars out I had to buy a car I had a car and lo and behold because I had to
buy what I could it broke and needed apart that was very hard to find it was parked five
no seven feet in the property and I had pictures of the Google map to prove it into our
property mind you Jeff goes on our property and Jeff Davis I'm going on property anytime
you want he is deprived us of water three times one time the supervisor got in contact to
him not the supervisor of the year was about ready to come get a hold of him because of
he decided that he didn't want to give us water cuz he thought we were breaking code
and code said no we weren't but he didn't agree with code so and he had to say so he
tells us about all these bylaws and I asked him to show me show me the bylaws and he
quoted and said that he didn't turn off our water after the secretary that gets the bills for
the water we called her and asked her she's the one that said he turned it off and he
won't turn it on he said he didn't do it he was just a maintenance man and it was the
board of you guys did it or the supervisor of the board I don't know very pretty yes now
there's no reason our water should be off he didn't agree with code because we're we
had that the trailer that got knocked down still there but it was covered by the trailer got
knocked down the street he didn't agree with code enforcement so he wouldn't do the
sweater he throws his his dump things over onto our property and then cause code on us
it's ridiculous I should have videotaped him he went on to the property next door to us
with his tractor it's not his property he trespassed he had some items on there he took
both of their vehicles put them in the street they were absent for a year took everything
they owned and jammed it down the hill into the creek or near the creek with his tractor
and just destroyed everything and started cutting down the trees he actually took my
pipe my galvanized drain pipe that we bought went on to my property recently took it off
my property just cuz I mapped and she doesn't mean I was going to use it my driveway is
destroyed I have to wait till I rebuild my driveway he did that too he actually took stole
the pipe for my property and told her and they did the invited people to steal from this
and I can get I can get it I witnesses three of them anyways on the other property on oh
he took my galvanized drain pipe that we were going to use down our driveway cuz we
have a little underground river goes on during when it rains he stole it and he placed it in
the next door neighbor's property and put it where it runs across the street Lord knows
why he doesn't even belong on the neighbors property so my car needed a part I had
ordered the part it was the only vehicle I had and it was going to take 3 weeks it was
coming from Tennessee my car was parked well within what he says is are the laws
there's no bylaws he won't give them to me he says he's only the maintenance man he
has nothing to do with anything yet he leaves all the notes he took my car for no reason
there was at my car was not ugly it was an I didn't have a bunch of cars in my property I
had one car was like 12 ft parked into my property maliciously and you can see it I'll
show you on Google map and I had mapped out and it was at least 12 I know it was I'm
sorry it was 10.5 ft in my property into my property went under my property told it on the
ball Rock it was a simple little PT cruiser purple cruiser with it it was not an eyesore by
any means and left it there I didn't know about it I came back the day they towed it off I
can't get it back I can't afford it you were just barely making it my man has cancer
anyways so my car got stolen we got permission from the people across the street to
park our boat he went up there took my boat put it in the middle of Baltimore almost
caused two or three accidents and I saw it on Facebook and we had somebody tow it but
he wouldn't put it there and like I had to sell my boat because when we when we got a
hold of the people that drove in the property who gave us the permission they said no we
didn't ask him to do that this is like car theft he did practice of water so many times it
always in the dead of summer because he didn't agree with code enforcement the
reason most recent incident was we were taking things out we had just we had just
boxed him they were up at the top of the hill I looked up I was at the neighbor's house
they wouldn't having a Christmas party I was at the neighbor's house I looked up he was
going through every one of my boxes I could not believe it reading my papers I told him to
get the hell away from it then he called code and told him we were moving things in we
were moving things out they came in and had a fit cuz we're trying to clean up the place
and we said no we were moving things out he had it all wrong it is a constant battle he
does he'll sit and stare at us and it's hard to work because he'll sit in his tractor and
stares it's just you don't want to work can you please do something about him is there
anything I can do about him stealing my own vehicle for no reason and putting it out on
ball drop where it got busy street where it got towed away he does not have that right he
didn't have the right to even get on my property he's constantly going on my property we
had everything around in a nice water oh and about him stealing my expensive piping
and using it himself over the neighbors I get that I have other pictures that I guarantee
you it's mine I can prove it and people saw him do it they have video there's a video of
him moving my car out to the middle of ball drop too with his tractor you destroyed it
once you did it put it on his tractor and it was a nice little car it's the only car I had and I'm
older I'm disabled he has done some really bad damage I would act when I asked him if I
could see the bylaws he never would give me a coffee I don't believe there's bylaws
because we don't have an HMO when he asked him who the supervisors were that made
the decisions that he said that were made he said he didn't know everyone giving me any
of the q neither would the tech I would treasure she said there's no supervisors really
he's and he said it was all their decisions I'm just the maintenance man but he goes
around telling everybody what to do and it was illegal for him to turn off our water and
not turn it back on California state law says so and I'm not the only one you did it too I
had a camping permit anybody just names even though the girl that rides the air that we
pay the treasure said that no Jeff did it and Jeff said that no the supervisors did it they
told him to do it but he won't give me the names of the supervisor so I went and looked
online and it says to get a hold of the supervisors or the management of the water district
the supervisor was Jeff Davis and it gave his phone number so this is my last resort I
don't know who else to contact her contact Lafco... they have no clue who who's in
charge of him do you know that the code offered to without us saying anything they told
us the code enforcement they're so sick of him calling he calls constantly on everybody
that's what he does he parolees the area and patrols the area like he's there employee
they are so sick of him calling that they actually offered us without us even asking him
they told us to assume for harassment and they would be our witness it's gotten to that
point I don't know who his boss is or who to complain to and if he's a volunteer he's
supposed to have employees that's the law and I know it cuz I saw and we never I never
got reports on the water we never get the reports ever I've never seen one five years
haven't had a report on the water he doesn't do the roads we pay for assessments $200
every 6 months there's so I believe he I never have seen him do any of the roads ever not
once but he does use the tractor for personal use that belongs to the water district and
he goes and makes money with it he offered to do something for you for money but he
won't if you need something like something else he won't use it but he uses it personally
and around his house I've even seen him dig out the creek with his tractor and you're not
supposed to do that but he I guess he's above the law I mean I will video tape it. he's
obnoxious he does q the same neighbor was parked or my next door neighbor was
parked a truck in one side of the people's driveway that we had permission when the
other side of the driveway he took both the trucks and hit him that he they still have this
day don't over there q know where they are any less about it he had no right the owner of
the property said she absolutely did never has even doesn't even know him never even
talk to him. who do I go to complain about or where do I go to complain about I would
please like an answer thank you that's Jeffrey Davis or whatever he is of the water
community service district of Berry Creek Matt he's the manager when he wants to tell
people what to do when he when he knows he's doing something illegal and you're
asking about it he said just the maintenance man so whatever he is this man should not
be working here she just said he can get you whoever he's working for he can get them in
so much trouble he's about ready to get himself put in jail for Grand theft Auto and boat
on Grand theft I'm about ready to see the water district but who do I see
