HomeMy WebLinkAbout12.PROJ-26-0033 Alternative Siteswww.Assurance-Development.com | 626-765-5079 Attachment 8 Alternative Sites Analysis ALTERNATIVE SITES ANALYSIS WCF CONDITIONAL USE APPLICATION US-CA-5480 MASTERSON WAY Submitted to Butte County Summary In planning to meet its coverage objective, T-Mobile’s RF engineers performed an RF engineering analysis, considering multiple objectives, to determine the approximate site location and antenna height required to fulfill the technical network objectives for the targeted service area. From this analysis, T-Mobile’s RF engineers identified a 'search ring' area where a wireless facility may be located to provide effective service in the target coverage area. This facility is proposed to provide coverage to the area that encompasses Magalia Adventist Church, Fire Station, Cedarwood Elementary School and Magalia Grange. There are numerous factors that must be considered when identifying an appropriate location for a new facility. These include T- Mobile’s coverage objectives and the existing network infrastructure, adherence to local regulations, the presence of natural and man-made barriers, the availability of suitable sites with owners amenable to entering into an agreement, and the potential impact on aesthetics. The proposed location at 6219 McReynolds Ct in Butte County is the culmination of evaluating all these critical factors. The following is a summary of such evaluation. The Butte County’s code requires a graphic depiction of the search ring and all other technical criteria used in determining the proposed facility location. Originally the project was proposed at 14988 Nimshrew Road, Magalia, CA 95954. However, in order to reach T-Mobile’s coverage objective the Applicants were requesting a 180’ foot tower in order to clear the trees in the surrounding area. Butte County requires a 1:1 setback for towers; however, the proposed facility was unable to meet this requirement. Therefore, planning was unable to support this project. This location is in a heavily forested area and only few properties would be able to accommodate the 1:1 setback while also reaching the height required for T-Mobile to reach its coverage objective. Applicant has not proposed the location at 6219 McReynolds Ct and has provided the following information for why this is the most feasible location. Collocation on Existing Towers Whenever possible, T-Mobile seeks to construct new sites on existing infrastructure before proceeding with the construction of a new free-standing facility. Before allocating a search ring to an infrastructure provider like VB BTS III, LLC, T-Mobile conducts thorough research, ensuring all collocation opportunities are explored and exhausted. Applicants analyzed the area within the Attachment 8 – ASA US-CA-5480 Masterson Way Page 2 of 9 targeted search ring and found that the nearest tower is located 2.9 miles from the proposed site. This existing facility is located too far out of the search area and would not be T-Mobile’s desired coverage. As a result, it was determined that collocating on an existing tower was not a feasible alternative. Collocation on Existing Non-Tower Structures @ 155’ antenna tip height AGL There are no existing structures or buildings within the search ring that are tall enough to accommodate a new co-located wireless facility. The search ring is predominantly comprised of residential structures and rural land. It was determined that no existing structures or buildings within the search area can provide the height required for Verizon’s antennas. The height of the monopine is 79’ and the highest location on the facility is occupied by Verizon. Given the separation requirements between Verizon and T-Mobile, the maximum height that couldbe achieved would likely be less than 64’. Therefore, the height would not meet the coverage objective.
