HomeMy WebLinkAboutADM-26-0006 Management PlanOutdoor Festival Administrative Permit for “From the Ground Up Farms” Event: “Relations Gathering” at Lake Concow Campground (Expected Attendance 200) Dates/Hours Requested: 2026, Friday June 26th from 11:00 am until Midnight Saturday June 27th from 11:00 am until Midnight Sunday June 28th from 11:00 am until 10:00 pm Event Management Plan: This is the annual fundraiser for “From the Ground Up Farms”. We have worked closely with all departments in the old permitting process for over 11 years now, so are very familiar with what is expected of us for this event. As in previous years, this is a 3 day camping/music festival located at Lake Concow Campground, 12967 Concow Rd, Oroville, CA 95965. The days will begin with children’s events like a talent show on Saturday and a parade on Sunday, Kiddie Village with crafts, story telling and games. There will also be yoga and various workshops offered in the mornings. Then there will be a mix of live music and DJ’s performing throughout the day, ending with acoustics and drums (unamplified) to close the night. The campground is on a well and just had the water tested through FGL. Everything is great with the water. There are spigots all around the campground, clearly marked. We have 10 pit toilets on site at the campground, but always bring in additional portables and wash stations for this event from Johnny on the Spot. There are showers available to campers. We do not bring in vendors, but operate the only food kitchen to feed performers and volunteers, always in compliance. We also do not allow fires at individual campsites. We have worked with all of the various departments for so long, we know what to do. We always have a medical tent with an RN onsite. We always have onsite security and have never had any serious issues. We do not restrict alcohol that campers bring, but we choose not to have a beer booth and sell alcohol. It just works better for a family themed event. We have security wandering through the crowd at all times. We have a zero tolerance policy for drugs, disruptive behavior and weapons. We have a volunteer trash/recycling crew who joins us every year and a dump trailer for any trash after event. The campground has 2 very large parking lots to accommodate the size crowd expected. Our check in gate will be well inside campground property and nowhere near Concow Road to avoid any traffic congestion. All grasses have been cut, trees pruned and camping areas clearly marked. We have barricades to restrict any vehicle traffic in the areas where the families will be dancing, eating, playing and relaxing. We will post signs in appropriate places on Concow Road, as in previous years. We have a large, fully plumbed water trailer onsite for dust control and in case of fire emergency. We have a clear evacuation plan that works well. We have used it before when Camp Fire, Bear Fire and Dixie Fire happened, as there were campers onsite each time. There are solar lights to illuminate walkways, bathrooms and parking areas. Lights in the stage area will all be running by generator. We will have professional sound company onsite, also providing speaker system if there was an emergency. We also invite Cal Fire to event as our guests and Concow now has 8 certified volunteer firefighters who all live within a mile of the campground. We will contact CHP and Fire Marshall for inspection. We are obtaining our festival insurance policy through our normal carrier.
