Re:2025 Dam Safety Inspection Follow-up
Dear Mr. Cruzen:
This is in response to a letter dated January 28, 2026,from Mr. Robert Ellis that
notified this office of completion of the follow-up items Nos. 3 and 4 from the 2025
annual dam safety inspection of Philbrook Main Dam and Round Valley Dam, which are
parts of the DeSabla-Centerville Project, FERC No. 803. We have reviewed the
submittal, and we have the following comment:
1.Your submittal provides “Photo 1: Cleared Radial Gate Spillway (Photographed
October 2025)” to demonstrate the completion of follow-up item 3. However,
Photo 1 shows the upstream side of the radial gate.Note that follow-up item 3 was
intended for the downstream side of the radial gate spillway as discussed during
the inspection. It appeared that riprap had shifted downwards into the channel.
Provide an update that confirms the removal and/or restoration of the riprap or
engineering justification that it will not impede design spillway discharge.
2.We concur that item No. 4 was adequately addressed.
Within 45 days of the date of this letter, address our comment or provide a plan
and schedule to address our comment. File your submittal using our eFiling system at

San Francisco Regional Office from the eFiling menu. The cover page of the filing must
