Subject: Part 12D Inspection Plans and Independent Consultant (IC) Team Proposal,
2026 Periodic Inspection, Round Valley Dam
Dear Mr. Cruzen:
Your letter dated December 18, 2025, transmitted the 2026 Periodic Inspection
(PI) Part 12D Inspection Plan for Round Valley Dam, FERC No. 803-01. We have
reviewed the Inspection Plan and have the following comments:
1. The resume provided for the proposed IC, Dr. Christopher Hunt demonstrates
that he fulfills the requirements of 18 CFR § 12.31(a) and has the appropriate
experience and expertise to serve in the proposed role of IC.
2. The resume provided for the proposed IC Team member, Dr. Kathleen Darby,
demonstrates that she fulfills the requirements of 18 CFR § 12.31(b) and has
the appropriate experience and expertise to serve in the proposed role as a
Project Engineer and Inspection Team Member.
3. The Inspection Plan proposes Messrs. Rick Poeppelman, Alex Greene, James
Barbis and Dr. Christie Hale as subject matter experts and they will not
participate in the Inspection. Therefore, they are considered as support staff to
the IC as opposed to an IC Team member as defined in 18 CFR § 12.31(b) and
does not require our approval.

4. Table 6 of the Inspection Plan identified Structural, Hydrology and Hydraulics,
Gates, and Geology as required technical disciplines. Some aspects of these
disciplines can be performed by the identified supporting team members;
however, other aspects of these disciplines must be represented by the IC Team
members performing the site inspection. Drs. Hunt and Darby are the only two
IC Team members and the only two individuals identified as participating in
the site inspection. The resumes for Drs. Hunt and Darby do not demonstrate
or document their project experience inspecting spillways or outlet works
(structural, hydrology and hydraulics, and gate technical disciplines). Provide
a revised Inspection Plan that documents Dr. Hunt’s and/or Dr. Darby’s project
experience inspecting spillways or outlet works or provide the name and
resume of an additional IC Team member(s) that will provide this expertise for
the site inspection.
Per 18 CFR § 12.34(a), you are required to obtain the approval of the IC Team
from the Director, Division of Dam Safety and Inspections, prior to the performance of
this Periodic Inspection. For the reasons listed above in comment, we are unable to
approve the IC Team or the Inspection Plan.
Within 30 days of the date of this letter, provide a revised Inspection Plan that
addresses the comments above. File your submittal using our eFiling system at
https://www.ferc.gov/ferc-online/overview. During eFiling make the following menu
selections: Hydro: Dam Safety; Washington, DC; and Independent Consultant Approval
Request. The cover page of the filing must indicate that the material was eFiled. For
