We have reviewed the Inspection Plan, the additional information adequately addresses the comments in our December 9, 2025 letter and we have one additional comment: • The Inspection Plan provides a description of the planned spillway gate operations but states that "If reservoir conditions require spilling at the time of the inspection, the radial gates may not be able to be operated. If conditions prevent operation of the radial gates during the inspection, the IC will review the previous annual inspection report for the gates." Note that unless conditions prohibit test operations of gates and their power sources (e.g., all gates are fully open to pass flow; additional discharge would be expected to cause damage downstream by exceeding the bank full capacity; etc.), the IC Team must observe a representative sample of operations, even if this is briefly increasing then decreasing the opening by a small height (e.g., six inches). This is to allow the IC Team to evaluate the gate performance, licensee’s standard operating procedures, and provide informed conclusions. The Inspection Plan does not have to be revised to address this comment. As stated in our December 9, 2025, letter, the resume for Mr. Craig Hall demonstrates that he fulfills the requirements of 18 CFR § 12.31(a), has the appropriate experience and expertise for the project features and type of inspection, and he is accepted to serve in the role as IC for this project. Per 18 CFR § 12.34(a), you are required to obtain the approval of the IC Team from the Director, Division of Dam Safety and Inspections, prior to the performance of this PI. This letter constitutes approval of the one-member IC Team (Mr. Hall) and the Inspection Plan by the Director, Dam Safety and Inspections. No response is required to this letter; the Pre-Inspection Preparation Report (PIPR) is the next submittal due for this PI. The PIPR must be submitted at least 30 days in advance of the first IC Team activity as described in 18 CFR § 12.42, which makes it due no later than May 9, 2026.
