Subject: Revised Part 12D Inspection Plan and IC Team Proposal, 2026 Comprehensive
Assessment, Miners Ranch Development
Dear Mr. Moseley:
Ms. Kristen McKillop filed a January 5, 2026, letter transmitting the revised Part
12D Inspection Plan and Independent Consultant Team (IC Team) proposal (collectively,
the Inspection Plan) for the 2026 Comprehensive Assessment (CA) of Miners Ranch
Development of South Feather Power Project, FERC No. 2088. We have reviewed the
Inspection Plan and find that the additional information adequately addresses the
comments in our December 12, 2025, letter.
As stated in our December 12, 2025, letter, the resume for Mr. Craig Hall
demonstrates that he fulfills the requirements of 18 CFR § 12.31(a), has the appropriate
experience and expertise for the project features and type of inspection, and he is
accepted to serve in the role as IC for this project. The resumes provided for Mr. Nick
Oettle, Ms. Ashley Hase and Mr. Caleb Stewart also demonstrate that they meet the
requirements of 18 CFR § 12.31(b) and have the appropriate experience and expertise to
serve as SMEs on the IC Team for the type of inspection and project features identified.
Per 18 CFR § 12.34(a), you are required to obtain the approval of the IC Team, and
the facilitator for the PFMA/L2RA from the Director, Division of Dam Safety and
Inspections, prior to the performance of this CA. Our December 12, 2025, letter provided
this approval for the PFMA/L2RA facilitator, Mr. Matthew Farren. This letter constitutes
approval of the IC Team (Mr. Hall, Mr. Oettle, Ms. Hase and Mr. Stewart), and the

Inspection Plan by the Director, Dam Safety and Inspections.
No response is required to this letter; the Pre-Inspection Preparation Report (PIPR)
is the next submittal due for this CA. The PIPR must be submitted at least 30 days in
advance of the first IC Team activity as described in 18 CFR § 12.42, which makes it due
no later than May 10, 2026. You may submit the PIPR earlier than that, if desired. File
your submittal using the Commission’s eFiling system at https://www.ferc.gov/ferc-
online/overview. When eFiling, select Hydro: Dam Safety and San Francisco Regional
Office from the eFiling menu. The cover page of the filing must indicate that the material
