Box 28209 Oakland, CA 94604 February 9, 2026 Via Electronic Submittal (E-File) Debbie-Anne Reese, Secretary Federal Energy Regulatory Commission 888 First Street, NE Washington, DC 20426 RE: DeSabla-Centerville Hydroelectric Project, FERC No. 803-CA BW-3 and BW-40 Temporary Flow Modification: Delegation of Authority Regarding Section 7 Dear Secretary Reese: This letter respectfully requests that the Federal Energy Regulatory Commission (FERC) designate Pacific Gas and Electric Company (PG&E) as its non-federal representative to conduct informal consultation with the United States Fish and Wildlife Service (USFWS) on the potential effects to foothill yellow-legged frogs (Rana boylii) and western pond turtles (Actinemys marmorata). On February 6, 2026, PG&E requested a temporary flow modification for PG&E’s DeSabla-Centerville Hydroelectric Project, FERC No. 803 (Project) at the compliance stream gages BW-3 and BW-40. The temporary flow modification is requested to support the 2026 Central Valley Spring Run Chinook Salmon holding population in Butte Creek. The 2026 temporary flow modification is consistent with the previous 2025 flow reduction modification. To implement the flow modification, consultation will be required with the USFWS. PG&E requests that pursuant to 50 CFR section 402.08, FERC, as the lead agency for undertakings related to this Project, designate PG&E as its non-federal representative for informal consultation with the USFWS under Section 7 of the Endangered Species Act. To maintain the modification timeline, PG&E requests a response to this letter by April 1, 2026.
