Dear Frank L. Blackett:
This letter reports on the completion of Pacific Gas and Electric Company's (PG&E) efforts to
address Action Items 3 and 4 (I-3 and I-4) from the 2025 annual Federal Energy Regulatory
Commission (FERC) dam safety inspection of PG&E’s DeSabla-Centerville Hydroelectric
Project, FERC No. 803. I-3 is regarding Philbrook Main Dam and I-4 is regarding Round Valley
Dam. FERC inspected the project facilities with PG&E staff on August 7, 2025. PG&E submitted
its original plans and schedules for addressing the items to FERC in a letter dated September 4,
2025.
Summaries and conclusions of PG&E’s efforts to address the action items are enclosed with
this letter (Enclosure 1).
PG&E believes I-3 and I-4 have been satisfactorily addressed based on the information
enclosed with this letter and no further action is necessary. Should you have technical questions
concerning this matter, please contact Isabelle Rawlings, senior dam safety engineer for PG&E,
