ORDER APPROVING EXHIBITS F AND G PURSUANT TO ARTICLE 204 AND
REVISING ANNUAL CHARGES
(Issued March 11, 2026)
1.On March 27,April,1, and December 11,2024,and November 26, 2025,the City
of Santa Clara, California and Pacific Gas & Electric Company, licensees for the Bucks
Creek Hydroelectric Project No.619,1 filed revised Exhibits F and G required by license
Article 204 and a statement of federal lands required by license Article 205. The project
consists of the Bucks Creek and Grizzly Creek developments and is located on the North
Fork Feather River and Bucks,Grizzly, and Milk Ranch creeks in Plumas County,
California. The project occupies federal land within the Plumas National Forest
administered by the U.S. Forest Service.
Background
2.License Article 204 requires the licensees to file revised Exhibit F drawings that
show Grizzly powerhouse and low-level outlet modifications and Exhibit G drawings
showing project boundary modifications to enclose project facilities. Article 205 of the
license requires the licensees to file documentation of the amount of federal land
occupied by the project.
Licensees’Filings
3.In their March 27, 2024 filing, the licensees include nine revised Exhibit G
drawings and identify the amount of federal land occupied by the project. The
April 1,2024 filing includes 13 Exhibit F drawings. By letter issued November 14, 2024,
Commission staff requested the licensees correct minor errors and omissions in its earlier
filings. In response, on December 11,2024, the licensees filed two replacement
Exhibit G and one additional Exhibit F drawings. Furthermore, the licensee filed a

superseding Exhibit F drawing on November 26, 2025 to reflect removal of the Grizzly
tap and reconfiguration of other features.
Review
4.Commission staff reviewed the Exhibits F and G and determines they conform to
the Commission’s rules and regulations and should be approved. Ordering paragraph (B)
of this order requires the licensees to file the approved exhibit drawings and associated
geographic information system data in electronic file format. Although the titles on
Exhibits G-6 and G-10 appear to have been erroneously truncated, we expect the
licensees to include the full title on the drawings when preparing the electronic filings.
5.Licensees are required to pay charges to the United States for the use,occupancy
and enjoyment of federal lands. These charges are calculated based upon the amount of
federal land occupied by their project. In accordance with license Article 205, the
licensee included a table within the Exhibit G that states the project occupies
1,212.2 acres of federal land administered by the U.S. Forst Service. Consequently, this
order will revise license Article 201, and thereby modify the annual land-use charges, to
reflect that acreage.

(A)The following Exhibit G drawings (G-1, G-3 through G-5, and G-7 through
G-10 filed on March 27, 2024 and G-2 and G-6 filed on December 11, 2024),and Exhibit
F drawings (F-1 through F-4, F-6 though F-9, and F-11 though F-13 filed on
April 1,2024, F-5 filed on November 26, 2025, and F-10 filed on December 11, 2024),
for the Bucks Creek Hydroelectric Project No. 619, conform to the Commission's rules
and regulations, and are approved and made part of the license as labeled and numbered
below.

2 These exact drawing titles must be used in the filename when filing the
electronic file format drawings required in ordering paragraph (B). Commission staff
shortened the drawing titles due to filename character limits. There is no need to modify
the titles as they appear on the drawings, except for Exhibits G-6 and G-10 as noted in the

(B)Within 45 days of the issuance date of this order, as directed below, the
licensees must file the approved exhibit drawings, Form FERC-587, and geographic
information system (GIS) data,in electronic file format.
The licensees must prepare digital images of the approved exhibit drawings in electronic
format. Prior to preparing each digital image, the licensees must add the FERC Project-
Drawing Number (i.e., P-619-1001 through P-619-1023) in the margin below the title
block of the corresponding approved drawing. The licensees must separate the Exhibit F
drawings from the other project exhibits, and label and file them as Critical Energy
Infrastructure Information (CEII) material under 18 CFR §388.113 (The
submission should consist of: 1) a public portion consisting of a cover letter, the
Exhibit G drawings, and GIS data; and 2) a CEII portion containing only the Exhibit F
drawings). Each drawing must be a separate electronic file, and the file name must
include: FERC Project-Drawing Number, FERC Exhibit Number, Filename Title, date of
this order, and file extension in the following format [P-619-1001, G-1, General Map,
MM-DD-YYYY.TIFF].
Each Exhibit G drawing that includes the project boundary must contain a
minimum of three known reference points (i.e., latitude and longitude coordinates or state
plane coordinates), arranged in a triangular format for GIS georeferencing the project
boundary drawing to the polygon data. The licensees must identify the spatial reference
for the drawing (i.e., map projection, map datum, and units of measurement) on the
drawing and label each reference point. In addition, a registered land surveyor must
stamp each project boundary drawing. All digital images of the exhibit drawings must
meet the following format specification:
IMAGERY:black & white raster file
FILE TYPE:Tagged Image File Format, (TIFF) CCITT Group 4 (also
known as T.6 coding scheme)
RESOLUTION:300 dots per inch (dpi) desired, (200 dpi minimum)
DRAWING SIZE:22” x 34” (minimum), 24” x 36” (maximum)
FILE SIZE:less than 1 megabyte desired
The licensees must file a third set of the digital images and a copy of Form FERC-587
with the U.S. Bureau of Land Management office at the following address.

mailing a request to the Secretary of the Commission.
b) Project boundary GIS data must be in a georeferenced electronic file format
(such as ArcGIS shapefiles, GeoMedia files, MapInfo files, or a similar GIS format). The
filing must include both polygon data and all reference points shown on the individual
project boundary drawings. Each project development must have an electronic boundary
polygon data file(s). Depending on the electronic file format, the polygon and point data
can be included in single files with multiple layers. The georeferenced electronic
boundary data file must be positionally accurate to ±40 feet in order to comply with
National Map Accuracy Standards for maps at a 1:24,000 scale. The file name(s) must
include: FERC Project Number, data description, date of this order, and file extension in
the following format [P-619, boundary polygon or point data, MM-DD-YYYY.SHP].
The filing must include a separate text file describing the spatial reference for the
georeferenced data: map projection used (i.e., UTM, State Plane, Decimal Degrees, etc.),
the map datum (i.e., North American 27, North American 83, etc.), and the units of
measurement (i.e., feet, meters, miles, etc.). The text file name must include: FERC
Project Number, data description, date of this order, and file extension in the following
format [P-619, project boundary metadata, MM-DD-YYYY.TXT].
In addition, for those projects that occupy federal lands, the filing must include a
separate georeferenced polygon file(s) that identifies acreage affecting federal lands. The
file must also identify each federal owner (e.g., Bureau of Land Management, Forest
Service, U.S. Army Corps of Engineers, etc.), land identification (e.g., forest name,
Section 24 lands, national park name, etc.), and federal acreage affected by the project
boundary. Depending on the georeferenced electronic file format, a single file with
multiple layers may include the polygon, point, and federal lands data.
(C)Article 201 of the license is revised to read as follows:
The licensees must pay the United States annual charges, effective the issuance
date of this order, and as determined in accordance with provisions of the Commission’s
regulations in effect from time to time, for the purpose of:

(a)Reimbursing the United States for the cost of administering Part I of the Federal
Power Act. The authorized installed capacity for that purpose is 84.8 megawatts.
(b) Recompensing the United States for the use, occupancy, and enjoyment of
1,212.2 acres its lands.
(D)This order constitutes final agency action.Any party may file a request for
rehearing of this order within 30 days from the date of its issuance, as provided
in section 313(a) of the Federal Power Act, 16 U.S.C. § 825l, and the Commission’s
regulations at 18 C.F.R. § 385.713 (2025).The filing of a request for rehearing does not
operate as a stay of the effective date of this order, or of any other date specified in this
order.The licensees’failure to file a request for rehearing shall constitute acceptance of
this order.
