Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company’s (PG&E) plan and schedule to
conduct a spillway screening-level risk analysis (SSLRA) to prioritize improvements at five
of its spillways. PG&E plans to use the results of the SSLRA to support its long-term
spillway capital improvement program. As part of the analysis, PG&E will conduct risk
prioritization workshops to better understand the potential failure modes and life safety
risks specific to the five spillways.
For reference, the five spillways proposed for evaluation as part of the SSLRA are
summarized in Table 1.

PG&E retained Slate Geotechnical Consultants, Inc. to prepare a SSLRA plan, which is
enclosed with this letter for the Federal Energy Regulatory Commission (FERC) review

(Enclosure 1). The plan describes PG&E’s proposed methodology and scope for the Level
1 risk assessment, identifies members of the risk assessment team, and provides resumes
for the proposed SSLRA facilitators and subject matter experts. PG&E has reviewed the
SSLRA plan and concurs with the information presented therein.
As communicated in the SSLRA plan, PG&E has scheduled an in-person risk prioritization
workshop for October 14 through 18, 2024, followed by a virtual workshop on October 28
through November 1, 2024. To maintain the planned schedule, PG&E respectfully
requests FERC’s review and comments on the SSLRA plan by September 1, 2024.
PG&E expects to complete the SSLRA in early 2025. By July 31, 2025, PG&E will submit
the results of the SSLRA to FERC, along with plans and schedules for further actions to
improve the spillways and implement interim risk-reduction measures, as appropriate.
