C. 20426 OFFICE OF ENERGY PROJECTS Project No. 619-183 – California Bucks Creek Hydroelectric Project Pacific Gas and Electric Company June 28, 2024 VIA FERC Service Janet Walther Senior Manager, Hydro Licensing Pacific Gas and Electric Company 12840 Bill Clark Way Auburn, California 95602 Janet.Walther@pge.com Subject: Draft Historic Properties Evaluation Plan, Draft Treatment Plan and Historic Properties Evaluation Plan Bucks Creek Hydroelectric Project No. 619-183 Dear Ms. Walther: This letter acknowledges receipt of the June 10, 2024 filing providing the draft Historic Properties Evaluation and the separate draft Treatment Plan and Historic Properties Evaluation Plan, for the Bucks Creek Hydroelectric Project No. 619 1 pursuant to Article 404 of the project license, the Programmatic Agreement (PA),2 and the Historic Properties Management Plan (HPMP).3 The draft Historic Resources Evaluation and Treatment Plan will guide data recovery efforts and mitigate the adverse effects of lake level fluctuation on six historic properties, archaeological sites CA-PLU-113, CA-PLU-114, CA-PLU-115, CA-PLU- 1 Pacific Gas and Electric Company and City of Santa Clara, 179 FERC ¶ 61,202 (2022). 2 The Commission, the Advisory Council On Historic Preservation, and the California State Historic Preservation Officer (Alaska SHPO) are the signatory parties to the PA. The Plumas National Forest, Greenville Rancheria, Susanville Indian Rancheria, Maidu Summit Consortium, Tasmam Koyom Mountain Maidu Tribal Organization, and the licensees are concurring parties to the PA. executed on October 14, 2021. 3 Filed October 22, 2019, Accession Number 20191022-3039. Document Accession #: 20240628-3058 Filed Date: 06/28/2024 Project No. 619-183 - 2 - 117, CA-PLU-1015, and CA-PLU-4918, identified in the HPMP as eligible for listing in the National Register of Historic Places (National Register). A separate draft Historic Properties Evaluation Plan will guide efforts to evaluate three unevaluated historic properties for listing in the National Register , archaeological sites CA-PLU- 2440/P-32- 002440/FS 05-11-54-296, CA-PLU-2922/P-32-02922/FS 05-11-56-662, and FS 05-11- 56- 693, which are susceptible to project-related impacts that could potentially lead to adverse effects to these three archaeological sites. In addition to these plans, documentation of consultation done was included in the form of a copy of an email to the stakeholders senton on June 3, 2024, providing them the draft Historic Resources Evaluation and Treatment Plan and draft Historic Properties Evaluation Plan. Commission staff reviewed the draft Historic Resources Evaluation and Treatment Plan, the draft Historic Properties Evaluation Plan, and documentation of your consultation. Commission staff have reviewed the submitted plans and documentation and have no further comments. Please be advised, that while Commission staff will continue to review any draft or final versions of these plans filed with the Commission, staff will no longer issue acknowledgement letters for future filings under this requirement, unless further Commission action is needed.
