A-6 Document Accession #: 20240628-5155 Filed Date: 06/28/2024 2023 Poe Water Temperature 1 June 2024 Poe Project, FERC No. 2107 © 2024, Pacific Gas and Electric Company 1.0 INTRODUCTION This annual report presents water temperature data collected during the 2023 water temperature monitoring effort for the Poe Hydroelectric Project (Poe Project), Federal Energy Regulatory Commission (FERC) Project No. 2107. FERC issued Pacific Gas and Electric Company (PG&E) a new license for the Poe Project on December 17, 2018. License Article 401 and Condition No. 10 of the Section 401 Water Quality Certification, which is issued by the State Water Resources Control Board (SWRCB) and incorporated as Appendix A of the license, requires the development of a Water Temperature Monitoring Plan for the Poe Project. This monitoring is conducted in accordance with the Water Temperature Monitoring Plan (PG&E 2019a), which was approved by FERC order on December 10, 2019. 1.1 PROJECT SETTING The North Fork Feather River (NFFR) watershed, which is located in northeastern California (see Figure 1) within the greater Sacramento River watershed, drains a large portion of the eastern Sierra-Cascade geomorphic area in California. The NFFR extends from its headwaters on the southeastern slope of Lassen Peak to Lake Oroville, while traversing Lassen, Plumas, and Butte counties. The North, Middle, and South forks of the Feather River flow into Lake Oroville (formed by Oroville Dam); the confluence of these tributaries is contained within the reservoir, so the main stem of the Feather River flows out of Lake Oroville. The Poe Project is located on the North Fork Feather River in Butte County California (Figure 1). Waters entering the Poe Project are derived from a series of major hydroelectric facilities that utilize the water resources of the NFFR and its tributaries for hydroelectric power generation . These projects include the Licensee’s Upper North Fork Feather River Hydroelectric Project (FERC Project No. 2105, UNFFR Project), Rock Creek-Cresta Hydroelectric Project (FERC Project No. 1962, RCC Project), and Bucks Creek Hydroelectric Project (FERC Project No. 619). The monitoring area encompasses approximately ten miles of the lower NFFR immediately upstream of Lake Oroville (FERC Project No. 2100), which is operated by the California Department of Water Resources. This diversion creates an 8.0-mile-long bypass reach (Poe Reach). Water temperature monitoring in the Poe Reach was conducted during the relicensing effort for the project in 1999, 2000, and 2003. The data collected is included in Appendix E2-3 of the application for the new license for the Poe Project (PG&E 2003). In addition, water temperature has been measured annually in the Poe Reach from 2003-2018 coincident with the temperature monitoring required by Condition 4C in the RCC Project. These data, which were not included in the annual reports associated with RCC Project, were summarized in the 2020 annual report (PG&E 2021), which was the first annual report submitted under the Poe Project Water Temperature Monitoring Plan (PG&E 2019a). The results of the 2020, 2021, and 2022 water temperature monitoring efforts were presented as annual reports (PG&E 2021, 2022 and 2023, respectively). 1.2 GOAL AND OBJECTIVES The goal of the water temperature monitoring program is to document temperature in the Poe Reach following changes in minimum instream flow (MIF) rates in accordance with the 2018 FERC license. The temperature data from this monitoring effort will be made available for other biological monitoring efforts, such as the Poe Bypass Reach Fish and Benthic Macroinvertebrate Monitoring Plan (PG&E 2019b) and the Poe Amphibian Monitoring Plan (PG&E 2020). The specific objectives of the water temperature monitoring program are to: 1. Describe seasonal and daily water temperature regimes at multiple locations along the Poe Reach from April 1 through October 31 of each year of the license, or until deemed necessary by the SWRCB. If safe access to the monitoring sites is not possible by April 1, the temperature monitoring equipment will be installed as soon as it is safe to access the sites. 2. Provide an annual report that includes water temperature and corresponding flows measured in the Poe Reach, to the Agency Representatives, following the completion of each annual monitoring campaign. 3. Evaluate the water temperature data no later than 12 years after implementation of the new Canyon Dam flow releases associated with the UNFFR Project to determine if changes in instream flows are needed. Details about each station are included in Table 1. Figure 2 shows the location of all monitoring stations within the Project Reach. 2.1.2 Water Temperature Measurement Water temperature was continuously monitored from April through October 2023. All thermographs/data-loggers were set to record/store instantaneous water temperature at 15-minute intervals. Stored data were downloaded during monthly site visits and processed to generate hourly average and daily maximum, minimum, and mean water temperature values. Water temperature sensors were deployed in well-mixed areas of the stream with elevated velocity and adequate depth to ensure representative measurements. Each water temperature recorder was deployed inside a protective metal housing that was locked to the stream bank or in-channel substrate with a steel chain/cable. All monitoring locations were chosen based on safe accessibility and acceptable security from vandalism or theft. The 2023 monitoring program used Starmon Mini data-loggers at all locations. The Starmon Mini loggers are capable of recording temperatures accurately to ± 0.1°C, between -2°C and 40°C. A record of data-logger/sensor deployment is contained in Table B-1 (Appendix B). 2.2 QUALITY ASSURANCE AND CONTROL PROCEDURES To verify the operation and accuracy of the temperature recorders, all units were calibrated using an American Society for Testing and Materials (ASTM) reference thermometer, both prior to and following removal from in situ deployment. All instruments were calibration adjusted to achieve a maximum instrument error of approximately 0.1C. The calibration and QA/QC information associated with the water temperature monitoring effort is also included in Table B-2 (Appendix B). 2.3 POE REACH STREAM FLOW Project-specific powerhouse and in-stream flows were obtained from existing PG&E permanent monitoring stations. Stream flows in the Poe Reach are monitored at PG&E Gage No. NF-23 (USGS Gage No. 11-4045.00). Flow data from Poe Powerhouse is from internal PG&E generation data. A description of the methods used to collect data at these two locations is beyond the scope of this document. 2.4 POE PROJECT METEOROLOGY Meteorological conditions in the project area were defined using data from stations located at Poe Powerhouse. As stipulated in the Water Temperature Monitoring Study Plan (PG&E 2019a), a meteorological monitoring station was installed at Poe Powerhouse on April 15, 2021. This station monitors conditions at the terminal end of the Poe Reach. Meteorological parameters include air temperature, wind speed and direction, relative humidity, and solar radiation. High flows in the NFFR at various times during the monitoring period prevented safe access to the low-flow stream channel. As a result, installation was delayed at WT-1 and WT-4 until June 1, 2023, and the sensor at WT- 4 was out of the water for a period of 12 days in July after flow receded. WT-2 was installed on July 26, 2023, also in response to high flows in the river and subsequent lack of safe access. Data from WT-2 was not recovered until June 26, 2024, due to access issues associated with high flows in the river which made the installation site inaccessible. Data from WT-6 was recovered on April 9, 2024. However, data from the period April 1 2023 through September 11, 2023, was invalid due to the recorders becoming stranded on the bank after the boater safety exclusion buoy that the instruments were attached to (in order to facilitate accurate instream water temperatures at this location) broke free from its anchor points during the peak flows of March 14-15, 2023 (greater than 20,000 cfs at NF-23). The line was not restored until Sept 11, 2023, due to safety issues associated with persistent high flows in the system related to the wet water year. 3.2 2023 WATER YEAR TYPE The North Fork Feather River watershed runoff conditions are often different from those characterizing the greater Sacramento River Basin as defined in the DWR runoff index . Conditions in 2023 reflected this dichotomy with the Department of Water Resource (DWR) classifying 2023 as a “Wet” year with regard to the greater Sacramento River Basin (CDEC 2023). However, in accordance with Condition No. 5B, Water Year Type as outlined in the RCC Project license, the 2023 water year was classified as “Wet” based on the May 1 estimated inflow to Lake Oroville (DWR Bulletin 120 May 2023). 3.3 WATER TEMPERATURE MONITORING In 2023 water temperatures were continuously monitored from April 1 through October 31 at three (WT-3, WT-5, WT-6) of the six locations identified in the Study Plan. This station represents conditions in the upstream end of the Poe Reach. Mean daily water temperatures at WT-1 for the period June 1 through October 31 ranged from 9.2 to 20.3C (Table 2). The maximum hourly average temperature (21.0C) occurred on August 18, 2023 (Appendix C1). The thermal regime at this station is the result of releases from Poe Reservoir. As a result, the diel range in temperatures is small, with an average diel fluctuation of 1.0°C (Table 2). This station represents conditions near a foothill yellow-legged frog (FYLF) breeding site. Mean daily water temperatures at WT-2 for the period July 26 through October 31 ranged from 9.3 to 20.4C (Table 2). The maximum hourly average temperature (21.0C) occurred on August 18, 2023 (Appendix C1). The thermal regime at this location is a function of the short distance downstream from Poe Dam and upstream of any inflow from major tributaries. As a result, the diel range in temperatures is similar to WT-1, with an average diel fluctuation of 1.0°C (Table 2). This station represents conditions downstream of the two tributary streams, and prior to the UNFFR entering the high-gradient segment of the Poe Reach. Mean daily water temperatures at WT-3 for the period April 1 through October 31 ranged from 9.1 to 20.5C (Table 2). The maximum hourly average temperature (21.4C) occurred on August 19, 2023 (Appendix C1). This station is downstream of all inflow from the two major tributaries, and some distance downstream of the dam. As a result, the diel range in temperatures is larger than WT-1, with an average diel fluctuation of 1.4°C (Table 2). This station represents conditions in the middle of the Poe Reach. Mean daily water temperatures at WT-4 for the period June 1 through October 31 ranged from 9.4 to 20.9C (Table 2). The maximum hourly average temperature (22.3C) occurred on August 18, 2023 (Appendix C1). This station is located at the end of the high-gradient river segment and the beginning of the open canyon topography characteristic of the mid and lower end of the Poe Reach. As a result, the diel range in temperatures is larger than WT-3, with average diel fluctuation of 1.9°C (Table 2). The recorder was out of the water for approximately 11 days during the period July 15 to July 25 due to receding flows. This station represents conditions at the terminal end of the Poe Reach. Mean daily water temperatures at WT-5 for the period April 1 through October 31 ranged from 9.4 to 21.8C (Table 2). The maximum hourly average temperature (22.9C) occurred on August 18, 2023 (Appendix C1). This location represents the longest travel distance between stations. The diel range at this station is similar (±0.1°C) to WT-4, with an average diel fluctuation of 1.9°C (Table 2). This station represents conditions in the NFFR after flows from the Poe Reach and Poe Powerhouse have been fully mixed. Mean daily water temperatures at WT-6 for the period September 11 through October 31 ranged from 9.8 to 19.0C (Table 2). The maximum hourly average temperature (19.4C) occurred on September 16, 2023 (Appendix C1). The thermal regime at this station is downstream of the large inflow from the Poe Powerhouse, and as a result, the diel range in temperatures is less than those observed at stations in the middle and end of the Poe Reach (WT-4 and WT-5). The figure illustrates the similar temperature response in the upper and middle segments of the Poe Project (WT-1 to WT- 4) and the influence of ambient air temperature on water temperature. The thermal regime in each segment of the Poe Reach was evaluated, with a focus on the June through August period. Mean daily water temperatures at Station WT-3 (end of upper Poe Reach) ranged from “no measurable” difference to 0.2°C warmer than those observed at WT-1 (initial condition). These values are within the instrument accuracy. The data suggests that water temperatures at any of the first three stations (WT-1, WT-2, WT-3) are essentially the same with no measurable effect from the tributaries. Mean daily water temperatures at Station WT-4 (midway through Poe Reach) ranged from 0.2°C cooler to 0.8°C warmer than those observed at WT-1. This small differential indicates there is minimal change at the midway point through the reach, indicative of travel time less than a complete diel cycle. Mean daily temperatures at the terminal station in the Poe Reach (WT-5), exhibited values that trend with the other stations, but were warmer than the upstream reaches for the June through August period . Mean daily water temperatures at WT-5 ranged from 0.2°C to 1.9°C warmer than those observed at WT-1. This difference is a result of the extended travel time and conditions promoting thermal equilibrium. Water temperature at all stations throughout the reach began to converge at the end of September (Appendix C1). Mean daily water temperatures downstream of the Poe Powerhouse for the June-August period were not available in 2023 due to invalid data. Data for the September through October period were similar in value and range to those observed in the upper reaches of the project. This is to be expected as the immediate source of flows for both WT-1 and the Poe Powerhouse is Poe Reservoir. Conditions at WT-6, approximately 0.25 miles downstream of Poe Powerhouse, are driven by the high flows coming from the powerhouse. Mean daily water temperatures at WT-6 ranged from -0.1°C to 0.6°C warmer than those observed at WT-1 (initial condition). The MWAT is a useful index for identifying the maximum temperatures in a stream reach, without being overly influenced by the extremes of a single day. The MWAT value for each month (April through October) and for the duration of the 2023 monitoring period for each station are presented in Table 3. The annual MWAT value for the initial condition (WT-1: below Poe Dam) in 2023 was 19.9°C. For the terminal condition in the Poe Reach (WT-5: upstream of Poe Powerhouse), the MWAT in 2023 was 21.4°C. Figure 10 compares the running seven-day average water temperature for each station during the 2023 monitoring period. In-stream flows at Gage NF-23 during the 2023 monitoring period ranged from 77 to 10,566 cfs. Average flow for the monitoring period was 2069 cfs. The minimum value of 77 cfs occurred during a FERC approved flow reduction to facilitate fishery studies in the bypass reach. Figure 11 compares mean daily flows from the NF-23 location with those from the Poe Powerhouse. A complete listing of hydrologic data used in this section is contained in Appendix D. 3.6.2 Poe Powerhouse Diversion flows are routed from Poe Reservoir through a tunnel to Poe Powerhouse, approximately 8.0 miles downstream of the dam. Flow through Poe Powerhouse during the 2023 monitoring period (April through October) are summarized in Table 4. Average daily discharge through the powerhouse for the 2023 monitoring period was 2201 cfs and ranged from 424 to 3891 cfs (Figure 11). A complete listing of hydrologic data used in this section is contained in Appendix D. 3.7 2023 METEOROLOGY Project-specific meteorology from the Poe Powerhouse station for the 2023 monitoring period are included in Table E-1 (Appendix E). Appendix A is the State Water Resources Control Board (SWRCB) Final 401 Water Quality Certification Conditions. The requirements are incorporated into License Article 401. Attachments 1 and 2 contain the language from the two documents as applicable to this Plan. The Poe Project is located within the North Fork Feather River Basin, which contains extensive forested lands and is sparsely populated. The “Poe Reach” or “Poe Bypass Reach” is the section of the North Fork Feather River (NFFR) from Poe Dam downstream to Poe Powerhouse. The North Fork Feather River originates from several small creeks south of Mt. Lassen Peak in northwestern Plumas County and flows through the Upper North Fork Feather River Project No. 2105 and the Rock Creek-Cresta Project No. 1962 prior to being utilized by the Poe Project. Waters of the Poe Project include the Poe Reservoir, a 7.62-mile-long bypassed reach, and the Big Bend Reservoir, which serves as the afterbay for the project. The Poe Powerhouse and Big Bend Reservoir are located just upstream of Lake Oroville, the primary storage reservoir for the Feather River Project No. 2100. Water temperature monitoring in the Poe Bypass Reach was completed in 1999, 2000 and 2003, during the relicensing effort for the project. The data collected is included in Appendix E2-3 of the application for the new license for the Poe Project (PG&E 2003). In addition, water temperature has been measured annually in the Poe Bypass Reach from 2003-2018 coincidently with the temperature monitoring required by Condition 4C in the Rock Creek-Cresta Project (FERC No. 1962). However, that data was not included in the annual reports, but will be summarized in the first annual report submitted under this Temperature Plan. 2.0 MONITORING PLAN OBJECTIVES The goal of the water temperature monitoring program is to document temperature in the Poe Bypass Reach following changes in flow rates in accordance with the new FERC license. Specific objectives are: 1. Describe seasonal and daily water temperature regimes at multiple locations along the Poe Bypass Reach from April 1 through October 31 of each year of the license, or until deemed necessary by the SWRCB. If safe access to the monitoring sites is not possible by April 1, the temperature monitoring equipment will be installed as soon as it is safe to access the sites. 2. Provide an annual report that includes water temperature and corresponding flows measured in the Poe bypass reach, to the Agency Representatives, following the completion of each annual monitoring campaign. 3. Evaluate the water temperature data no later than 12 years after implementation of the new Canyon Dam flow releases associated with the UNFFR Project to determine if changes in instream flows are needed. 3.0 STUDY AREA AND MONITORING LOCATIONS Water temperature will be monitored at six (6) sites along the North Fork Feather River below Poe Dam. Table 3-1 provides details of each site. Final monitoring sites will be determined in consultation with Plumas County, Butte County, Forest Service, CDFW, USFWS, and SWRCB (collectively “government agencies”), using information on proximity to release point, presence of isothermal water column, logistics, and channel morphology. Figure 3-1 depicts the location of the monitoring site and primary tributaries. The monitoring sites are distributed across the bypass reach to capture the influence of accretion flow, project operations and the cumulative distance from Poe Dam. Meteorological data will be collected at Poe Powerhouse including air temperature and relative humidity. Schematic of Water Temperature Monitoring Site Locations at Poe Project 4.0 METHODS 4.1 EQUIPMENT All six (6) sites will be monitored for water temperature using calibrated temperature sensors. They will be deployed annually at all six sites by March 25, or at the earliest date thereafter when access is determined safe due to river flow. Sensors will be retrieved after November 5 each year, unless forecast storms warrant earlier removal due to safe river access. This will ensure that water temperatures are measured during the warmest period of the year. Two temperature sensors will be installed at each site to guard against data loss in the event of equipment failure or drift. The sensors will be deployed in water that is well -mixed, typically at the head of a shallow pool just below a riffle input. Each sensor will be secured in the stream and shielded to assure that the sensor stays submerged and is not exposed to direct sunlight. All raw and processed electronic data will be stored in PG&E archives. 4.3 QA/QC Quality control calibrations will be performed on each temperature sensor in a laboratory setting at the end of each monitoring period. The minimum accuracy of all digital recorders is expected to be ± 0.1°C between 5°C and 40°C. A summary of applicable QA/QC certificates will be included with each annual report. Data downloaded in the field from each sensor will be subject to review by PG&E technicians or their contractors. Suspected erroneous data will be identified in annual reports. When temperature sensors are retrieved at the end of each monitoring season, they will be calibrated. Data from sensors that meet calibration requirements will be used in annual reports. The report will also include a list of sensors that failed post-use calibration. Calibration records will be stored in PG&E archives. This review, along with graphical analysis and routine equipment inspection, will ensure that proper data is made available for the annual reports. 5.0 ANALYSIS All data will be summarized to include daily mean, minimum, maximum and maximum weekly average (MWAT) temperatures in degrees Celsius (°C). The report will include a description of the sampling locations, methods, QA/QC findings, monitoring results depicted graphically and tabularly, and any problems encountered. PG&E will submit a draft annual water temperature monitoring report to the above named government agencies following the conclusion of each calendar year, covering the results of monitoring throughout that year. To establish a consistent template for reporting, prior to submission of the first year report, the format and content of the report will be discussed and agreed to with the government agencies. The first year report will also provide a history of temperature data collected in field studies since 2003. Following the first two years of monitoring, PG&E will submit the draft report to the government agencies on or before March 1 of the subsequent year. Following the third year of monitoring, PG&E will attempt to provide the draft report to the agencies before March 1, to allow agencies to make any adjustments to the monitoring plan. PG&E will allow the government agencies at least 30 days to review and comment on the draft report, and will set up a consultation meeting if requested by government agencies. Electronic data (in Excel or comparable format) water temperature and flow data will be provide to government agencies, and to other parties upon request. The final annual report will be filed with FERC by June 30. PG&E will include in the final report any comments and recommendations made by the agencies on the draft report. If PG&E does not adopt a recommendation, the filing shall include PG&E’s reasons based on project-specific information. 6.2 3-YEAR REVIEW As per SWRCB Condition 10, after completion of the first three years of monitoring, the plan will be reviewed by Agency Representatives for possible modifications. The Temperature Monitoring Plan shall be developed in consultation with Butte County, Plumas County, USFWS, Forest Service, CDFW, and State Water Board staff. The Deputy Director may require modifications as part of any approval. The Licensee shall file the Deputy Director’s approval, and any required modifications, with FERC. The Temperature Monitoring Plan shall establish how changes in temperatures as a result of increased instream flows in the Poe bypass reach will be measured. The Temperature Monitoring Plan shall include provisions for possible modification of the monitoring program after the completion of the first three years of monitoring. Where facility modification is required for temperature measurement, the Licensee shall complete such modifications no later than 18 months after license issuance. Ten years after the implementation of new Canyon Dam flow releases associated with the relicensing of the Upper North Fork Feather River Project (FERC Project No. 2105), the Licensee shall consult with Butte County, Plumas County, USFWS, Forest Service, CDFW, and State Water Board staff to evaluate the data collected under the Project’s Temperature Monitoring Plan and other related information to evaluate whether changes to the instream flows are appropriate. Consultation shall include an evaluation of potential effects related to potential instream flow changes. 11:31:00 AM Hi Michael, The water temperature logger at WT-2 was not recovered in November following the monitoring period (through October) due to scheduling conflicts associated with instrument recovery elsewhere in the NFFR watershed. Subsequently, high flows/safety issues over the winter period have delayed recovery. The logger is attached to a large boulder that is underwater at minimum flow release (MIF) to prevent disturbance/vandalism and avoid disturbance of possible frog sites; therefore, it is not accessible during flows elevated much above MIF. Recovery in 2024 will be scheduled as soon as flows return to near MIF (TBD with an April target). The report will be amended with the WT-2 logger data once recovered. The water temperature loggers at WT-6 were not recovered in November at the end of the monitoring period (through October) due to scheduling with PG&E boat support in November (the PG&E Division Water Crew boat is required to access the exclusion buoy downstream of Poe Powerhouse). Subsequently, high flows/safety issues over the winter period have prevented recovery. The water temperature loggers are attached to the buoy system to facilitate mid-stream mid-depth deployment as bank attachment is not possible at this location. Recovery is currently being coordinated with PG&E Division boat support and will occur once flows are deemed safe to launch into the river (TBD with an April target). The report will be amended once the WT-6 loggers are recovered.
