Re: Authorization Request for Road Repair for DeSabla Powerhous e
Dear Mr. Cruzen:
This is in response to a letter dated April 11, 2024, from Mr. Kyle Ingvoldsen, that
submitted an authorization request to repair the road to DeSabl a Powerhouse, which is
part of DeSabla-Centerville Hydroelectric Project, FERC Project No. 803. We have
reviewed the submittal, and we have the following comment:
x Mr. Justin Welty is listed as having authority to stop work as shown in the
Quality Control Inspection Program Organizational Chart. Howev er,
Mr. Welty’s resume was not included with the submittal. Provide Mr. Justin
Welty’s resume for our review. He must be authorized to have stop work
authority before performing that function.
Provided that you address the above comment within 10 days of t he date of this
letter, you are immediately authorized to proceed with construc tion. Failure to
adequately address our comments within 10 days will require a s uspension of all work
until the comment is addressed.
You are responsible for ensuring the completion of any necessary environmental
coordination with resource agencies as well as the procurement of any federal, state, or
local permits required for the work.

Within 90 days of completion or by January 30, 2025, submit a brief report
documenting the road repair. File your submittal using our eFi ling system at
https://www.ferc.gov/ferc-online/overview . When eFiling, select Hydro: Dam Safety and
San Francisco Regional Office from the eFiling menu. The cover page of the filing must
indicate that the material was eFiled. For assistance with eFi ling, contact FERC Online
