Dear Board of Supervisors,
I am writing to formally notify you of my decision to exercise emergency purchasing authority
to address critical road and infrastructure damage caused by the Park Fire in the Cohasset and
Forest Ranch areas. As Public Works Director and Road Commissioner, I am authorized to
take this action under the County's Public Works Purchasing and Procurement Policy and
Public Contract Code.
To mitigate immediate public safety risks posed by fallen trees, hazardous vegetation, and
damaged guardrails, I have authorized emergency contracts for their removal and repair. Work
will begin as early as Friday, August 2nd, from 6 am to 6 pm. This work has been coordinated
with PG&E, the Incident Management Team, BCSO, Admin, and other emergency
responders.
While we anticipate temporary traffic delays, repopulation efforts will not be impacted.
The estimated maximum not-to-exceed cost for these emergency measures is $2.3 million, and
we are utilizing emergency agreement procedures under State and Federal law similar to those
used during the Camp Fire. These contracts will be presented for ratification at the Board of
Supervisors meeting on August 27th.
I am also evaluating the need for additional emergency contract road repairs within the fire
zone. Access limitations in Upper Forest Ranch currently prevent full assessment. Fortunately,
initial inspections in Cohasset and lower Forest Ranch indicate no immediate need for
emergency contract measures. I will communicate the use of these measures if and when they
become necessary.
