The State Water Board’s Stormwater Team requests your comments on the Informal Draft Small Municipal Stormwater Permit, which is intended to improve existing requirements to further reduce pollutants that enter storm sewers. These comments will be considered when revising the Informal Draft Small MS4 Permit. Stormwater staff will hold a virtual staff workshop on Tuesday, September 3, 2024, and an in- person staff workshop in Sacramento on Thursday, September 5, 2024. Please see the Public Notice for more information about the workshops and ways to provide comments. This Informal Draft Small MS4 Permit is not currently being proposed for adoption. Following the 60-day comment period, the State Water Board will: 1. Prepare and make available a high-level response to written comments; and 2. Revise and release another iteration of the Informal Draft Small MS4 Permit for public comment, after which the State Water Board may consider adoption. Small municipalities and local agencies (such as prisons and large hospitals) operate storm sewer systems that collect, transport, and discharge stormwater. During rain events, stormwater runoff picks up pollutants, enters storm sewer systems, and eventually ends up in local rivers, creeks, and streams. Common pollutants found in stormwater runoff include oil and grease from roadways, pesticides from lawns, sediment from construction sites, and trash. In 2013, the State Water Board adopted the existing Small Municipal Stormwater Permit to reduce or eliminate pollutants in stormwater before discharging to waterways. The existing Permit expired in 2018 but has been administratively extended until the State Water Board adopts a permit reissuance.
