Hello, I will not be able to attend the 10/8 appeals meeting for the above grading permit as I am out of the state for work. I have attached my statement / letter along with pictures/videos showing examples of the flooding we have near this proposed tow yard and a signed petition from our neighborhood requesting that this appeal be denied. I have already attended 3 meetings regarding this proposed tow yard and would like to do everything possible to stop this from proceeding. Please let me know if you have any questions at all. September 2024 To the Butte County Supervisors, I am writing this letter / statement in regards to the upcoming October 8th grading permit denial appeal (Hicks Lane). I have attended three previous meetings but unfortunately I will be out of state for work on this date. I have shared by concerns several times in person. The property in question has flooded numerous times since I have lived on Caballo Way (since 2014). My home has had flood damage 2-3 times and I have had water to my door step every other year. My home is within 100 yards of the proposed tow yard which is a concern with the amount of water we see in our area annually. My understanding with tow yards is that there would be vehicles that have been in wrecks or in general broken down. Those vehicles would likely leak oil, anti-freeze and other fluids into the ground which would then contaminate our ground water. Not to mention newer electric/hybrid vehicles with batteries. I have heard through the county, planners and engineers that they plan to mitigate any potential flooding issues with the proposed property. The land in question only has a fraction of usable space which in itself should be a huge warning. Any changes to the property will directly affect and divert water which will pose a larger threat to flooding to the houses in our community. I am at a loss to understand why the property owner has decided to place a tow yard so close to housing where we rely 100% on well water. They do not have to live here at will not experience any of the risk that we will. The flooding concerns are a known issue. On Hicks Lane where the driveway for the tow yard will be placed is one of many locations where the road floods and Butte County should have records of placing signs almost exactly where the driveway will be. In addition the speed limit is 45 MPH and this is near a narrow bridge with a blind curve. I anticipate more wrecks to occur based on the fact that we already see them now without this development. We have successfully defended our position twice with the Butte County Planning Commission and now try to defend for a third time. We have gathered over 50 signatures on a petition to stop this development which was submitted back in March of this year. I and my family respectfully request that this appeal be denied. There is too much risk to the existing 29 homes on Caballo Way and Hicks Lane which have been in this area since the early 70’s.
