Dear Frank L. Blackett:
This letter presents the results of a nonlinear deformation analysis performed for Round Valley
Dam, which is part of Pacific Gas and Electric Company’s (PG&E) DeSabla-Centerville
Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 803. This letter also
presents PG&E’s plan and schedule to provide the results of an analysis of alternatives for long-
term mitigation of the seismic instability of the dam.
In a letter to FERC dated February 26, 2024, PG&E presented the plan to use the Fast
Lagrangian Analysis of Continua (FLAC) computer program to perform additional analyses to
better evaluate the expected deformation of the embankment under seismic loading. PG&E’s
discussion of the results of the analysis and plan and schedule for further action are enclosed
with this letter in (Enclosure 1). The FLAC analysis report is included with this letter as
(Enclosure 2). PG&E has reviewed the consultant’s work products and concurs with the
information presented therein.
