This actionable guide, which was informed by people with lived experience of homelessness and developed in collaboration with multiple agencies, is intended for a wide range of partners, including local, tribal, and state governments, non-profits, providers, and other community partners. Department of Justice and Department of Health and Human Services Guidance on Emergency Responses to People with Behavioral Health or Other Disabilities The U.S. Department of Justice (DOJ) and U.S. Department of Health and Human Services (HHS) released guidance on emergency responses to individuals with behavioral health or other disabilities. This guidance is in response to Presidential Executive Order 14074 – Advancing Effective, Accountable Policing, and Criminal Justice Practices to Enhance Public Trust and Public Safety Section 14 – Promoting Comprehensive and Collaborative Responses to Persons in Behavioral or Mental Health Crisis. HCD Releases the Guide to Affordable Housing Preservation Laws The California Department of Housing and Community Development (HCD) has released the Guide to Affordable Housing Preservation Laws, a comprehensive resource designed to help preserve affordable housing across the state. This guide clearly explains the laws, outlines legal obligations and offers access to HCD-approved resources and forms. Read more. The meeting will be held virtually through Microsoft Teams on October 3, 2024, from 10:00 a.m. to 12:00 p.m. Read more. October 9: ECM Referral Standards and Presumptive Authorization Guidance Webinar On Wednesday, October 9, 2024, from 11:00 a.m. – 12:00 p.m., the Department of Health Care Services (DHCS) will host an all-comer webinar on two new policies intended to make it easier for Medi-Cal Managed Care Plan (MCP) Members to be referred to and engage in Enhanced Care Management (ECM) services. Specifically, the webinar will walk attendees through the newly released ECM Referral Standards and the ECM presumptive authorization policy. Read more.
