This month provides an excellent opportunity for our county to highlight opportunities to support and help build sturdy foundations for youth affected by homelessness. The Butte County Office of Education and Youth For Change would be honored if you would sponsor an official proclamation to recognize November 2024 as Homeless Youth Awareness Month in Butte County. Your proclamation would lend official recognition to the important role all adults play in advocating and providing safe alternatives to this vulnerable population of young people. If you or your staff have any questions concerning the request, the proclamation, or Homeless Youth Awareness Month, please call me at (530) 514-1595. Proclamation: Homeless Youth Awareness Month WHEREAS, The California Department of Education reports there were 246,480 homeless students, including some 1,608 K-12 students in Butte County enrolled during the 2022/23 school year; and, WHEREAS, Approximately 25% of youth exiting foster care will experience homelessness; and, WHEREAS, Natural disaster and lack of affordable housing have exacerbated youth homelessness across rural California; and, WHEREAS, A high percentage of homeless youth have been physically, sexually and/or emotionally abused by their guardians and are frequently re-victimized and exploited while living on the streets and in shelters; and, WHEREAS, LGBTQ+ young adults are at a 120% higher risk of homelessness when compared to their peers, and comprise about 40% of the unaccompanied homeless youth population; and, WHEREAS, due to the lack of stable housing, homeless youth face great difficulty in accessing stabilizing, and succeeding in school, reducing the likely hood of successful graduation; and, WHEREAS, the citizens of Butte County, California are the key to preventing youth homelessness by acting as mentors and role models for youth, guiding them towards available resources, productive choices and creating opportunities for youth to successfully transition to adulthood; NOW, THEREFORE, on behalf of the Butte County Board of Supervisors and the citizens of Butte County California, by virtue of the authority vested in me, do hereby proclaim November 2024 as Homeless Youth Awareness Month in Butte County.
