Blackett: This letter presents a notification of schedule change for the Sandy Beach Recreation Improvements Project (Project) for Pacific Gas and Electric Company’s (PG&E) Poe Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 2107. The Poe Recreation Management Plan (Plan), approved by FERC on February 28, 2022, requires PG&E to construct recreational enhancements at Sandy Beach. PG&E requested FERC authorization for the Sandy Beach Recreation Improvements on October 4, 2023. Due to delays receiving concurrence from the Forest Service and a feasibility determination from California Department of Transportation (Caltrans), the construction schedule is being updated to September 1, 2025, through November 30, 2025. Pursuant to the Plan, PG&E submitted design drawings to the Forest Service at the 30%, 60%, 90%, and 100% design stages. The Forest Service had no comments on the 30% or 60% design drawings; however, the Forest Service provided comments on the 90% design drawings. These comments are addressed in the 100% design drawings, which were provided to the Forest Service on October 4, 2023. PG&E has followed up with the Forest Service about Sandy Beach on March 26, 2024, May 9, 2024, June 6, 2024, and October 10, 2024. PG&E has yet to receive concurrence from the Forest Service on the 100% design drawings; however, once concurrence is received, PG&E will file it with FERC. The Plan also states that implementation and maintenance of road and parking improvements are dependent on the results of consultation with Caltrans. Consultation with Caltrans is ongoing. PG&E will file the results of the Caltrans consultation with FERC once it is finalized. Documentation of Forest Service consultation is enclosed with this submittal (Enclosure 1). Per the Poe Recreation Management Plan, PG&E must submit to the Forest Service design drawings at the 30%, 60%, 90%, and 100% stages for all recreation projects on National Forest Service land. This includes the Sandy Beach Recreation Enhancement Project (Project). PG&E was previously corresponding with Lori Cayo about the Project earlier this year and has not received a response. Since PG&E’s last correspondence with the Forest Service, PG&E has filed a Biological Assessment and Finding of Effect with FERC on May 1, 2024, and July 1, 2024, respectively. FERC issued an order on September 16, 2024, amending the license to incorporate the biological opinion terms and conditions for the Project. The pending Forest Service and Caltrans authorization has caused the Project schedule to be updated and construction is anticipated to begin on September 1, 2025, through November 30, 2025. Following this email, PG&E will file an updated schedule with FERC. I’ve attached the authorization request and Project enclosures. Please respond by November 15, 2024, to allow sufficient time for FERC review and let me know if there are any questions!
