With Governor Newsom’s final actions now complete, CSAC will be publishing a series of articles highlighting new laws and vetoed bills in each policy area. DHCS Approves Go-Live of the Justice-Involved Reentry Initiative in Three Counties The Department of Health Care Services (DHCS) announced on Wednesday, October 9, the launch of the Justice- Involved Reentry Initiative. This initiative is designed to provide a comprehensive suite of medical and mental health services for youth and adults in state prisons, county jails, and youth correctional facilities in the 90 days prior to their release, aiming to ensure a smoother transition and improving overall well-being and public health outcomes. Just Released: UCLA Anderson Forecast of California and National Economy The UCLA Anderson School of Management released its annual Anderson Forecast, an analysis of the state and national economy. For California, the economists predict the state will continue to experience sub-par growth through 2024 but estimate that California will once again outpace the nation’s economic growth in 2025 and 2026. The forecast includes an analysis of the state labor market, as well as trends in California’s logistics industry, film and television production, and the housing market. Read more. Just Released: 2024 Early Childhood Workforce Index The Center for the Study of Child Care Employment (CSCCE) at the University of California, Berkeley released their 2024 Early Childhood Workforce Index. This fourth edition of the report, which has tracked progress since 2016, provides a state-by-state look at policies and conditions affecting the early care and education workforce. Read more. BCDC Survey Available: Coastal Management Regions and local governments within the San Francisco Bay and Suisun Marsh have an opportunity to provide feedback to the Bay Conservation and Development Commission (BCDC). BCDC is a coastal protection agency and ensures that projects and activities are consistent with the policies of the Bay Plan and state law. Read more. BSCC Awards $167M in Prop 47 Grants, Introduces New Board Members and In-Custody Death Review Director The Board of State and Community Corrections (BSCC) awarded $167 million in grant funding to 27 government and community-based organizations to provide mental health services, substance-use disorder treatment, and diversion programs in local communities. HCD Announces Increased Supportive Services Funding for Multifamily Rental Housing Programs The California Department of Housing and Community Development (HCD) has released Administrative Notice 24- 05 (Notice), which amends the program guidelines for 10 of HCD’s state-funded multifamily rental housing programs. These amendments permit greater use of project operating funds to provide supportive services to residents throughout the life of the projects. Read more. Fourth Confirmed Human Case of Bird Flu in California As of October 10, the California Department of Public Health (CDPH) reported four confirmed human cases of bird flu in California were confirmed by the Centers for Disease Control and Prevention (CDC). CDPH has also identified two new possible cases, which is pending confirmation from CDC testing. All cases involve individuals who had contact with infected dairy cattle in the Central Valley. There is no known link or contact between the three confirmed cases, nor the two possible cases, suggesting only animal-to- human spread of the virus in California. Read more.
