Re: 2024 Dam Safety Inspection Follow-up
Dear Mr. Cruzen:
On September 16 – 19, 2024, Ms. Eunhye Kim inspected Philbrook Main Dam,
Philbrook Saddle Dam, and Round Valley Dam, which are parts of DeSabla-Centerville
Project, FERC No. 803, and Cresta Dam and Rock Creek Dam, which are parts of the
Rock Creek-Cresta Hydroelectric Project, FERC No. 1962. Based on observations made
and discussions held during the inspection, we have the following action item that
requires your attention:
• Determine if the observed 1.5-inch diameter and approximately 2.3-inch deep
hole near the invert of the Phillbrook Main Dam flashboard spillway could
cause concrete deterioration of the slab during spills.
Within 45 days of the date of this letter, address the action item above or provide a
plan and schedule to address the action item. File your submittal using our eFiling
system at https://www.ferc.gov/ferc-online/overview. When eFiling, select Hydro: Dam
Safety; San Francisco Regional Office from the eFiling menu. The cover page of the
filing must indicate that the material was eFiled. For assistance with eFiling, contact
