Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company's (PG&E) response to address the
Federal Energy Regulatory Commission’s (FERC) comment on the hazard tree removal plan for
Philbrook Dam, which is part of PG&E’s DeSabla-Centerville Hydroelectric Project, FERC No.
803. PG&E received FERC’s comment in a letter dated February 17, 2026. PG&E originally
provided FERC the Philbrook Dam tree removal plan in a letter dated September 4, 2025.
For reference, the comment is copied below (in italics), followed by PG&E’s response.
C-1: Your letter addressed our comments. Provide a brief report as stated in our authorization
letter dated December 3, 2025
PG&E’s brief report summarizing the tree removal work completed at Philbrook Dam is
enclosed with this letter (Enclosure 1).
PG&E believes Comment 1 has been satisfactorily addressed based on the information
enclosed with this letter and no further action is necessary. Should you have technical questions
concerning this matter, please contact Isabelle Rawlings, senior dam safety engineer for PG&E,
at (925) 359-5420. For general questions, please contact Andrew Garcia, license coordinator for
PG&E, at (530) 228-8990.
