Blackett: This letter presents Pacific Gas and Electric Company’s (PG&E) submittal package and authorization request to construct the Phase 1.3 “overhead” portion of the Orofino 1102 electric undergrounding project (the project), which is within the boundary of PG&E’s DeSabla-Centerville Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 803. PG&E previously submitted Phases 1.1 and 1.2 of the project to FERC in a letter dated February 6, 2025, which FERC subsequently authorized in a letter dated March 13, 2025. Phase 1.3 of the project has been split into “underground” (Phase 1.3 UG) and “overhead” scopes of work (Phase 1.3 OH). PG&E submitted Phase 1.3 UG of the project to FERC in a letter dated September 4, 2025, which FERC approved in a letter dated September 26, 2025. This submittal pertains solely to Phase 1.3 OH. Enclosed with this submittal is the project description (Enclosure 1), quality control inspection program (Enclosure 2), 100% submittal drawings (Enclosure 3), and temporary construction emergency action plan (Enclosure 4). PG&E plans to release the project to construction as soon as possible. PG&E plans to provide a final construction report within 90 days of completing construction, otherwise PG&E will provide an update on the project status and a plan and schedule for further action by October 31, 2026. PG&E respectfully requests FERC authorization to proceed with the project.
