Weir Modification Project – Final Construction Report

Dear Frank L. Blackett:
This letter presents Pacific Gas and Electric Company’s (PG&E) final construction report for
the weir modification project at Philbrook Dam, which is part of PG&E’s DeSabla-Centerville
Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 803. In a letter
dated November 4, 2025, FERC authorized PG&E to proceed with the project and requested
that PG&E file a final construction report for the project within 90 days of construction
completion. The construction project was completed on November 24, 2025. PG&E
requested an extension of time request for submission of the FCR in a letter dated February
23, 2026.
(Enclosure 1) of this letter provides the final construction report, which includes the as-built
drawings and construction certifications as appendices.
