UCEF is vying to be re-established as our local and state Partnership with the California Arts Council. “Enhancement “(defn:an increase or improvement in quality, value, or extent.”) is based not only on physical civic improvements in a community , but refers to the overall well being of a an entire community and its residents, It is critical at this time to invest in ALL the aspects of our thriving Butte County community, including the Arts which provide an often unseen or underappreciated needs of a town. USEF is the way to assure that Chico and the surrounding areas have access to and benefit from the Statewide support of the arts, financially and culturally. Please see the attached addendum for statistics regarding how Arts benefit communities As an Art Professor at Butte and Yuba College, and as a successful practicing artist, I am a living example of someone who has definitely benefited from community support. This has been demonstrated by many opportunities I have been offered to show and sell my work and I am very grateful. Chico’s Open StudioTour is a yearly event I look forward to and is a resource I can count on for income and meeting new art enthusiasts. The Museum of Northern California Art, a premier art venue attracting art and people from all over California, has included my work in several of their exhibitions. The Chico Art Center welcomes work created by my art students at Butte College. On the other hand, because of Community Support, by the Chico Arts Commission, Butte College, The City of Chico, former Friends of the Arts, and the prior USEF, I have been able to GIVE BACK to the community. I received an arts grant from the city of Chico two years in a row to orchestrate a fun mixed media art workshop for at risk teenagers. Both projects were covered by the news and changed the trajectory of several young lives. I have offered art and art therapy workshops at the Chico Art Center which resulted in colorful community events. I have even recruited students and collectors from outside the area to come to Chico as an art destination. Needless to say, supporting and funding the Upstate Community Enhancement Foundation is an opportunity to reinforce the critical relationship that the Arts play to the financial, cultural, and civic well being of Chico, Oroville and all of Butte County. Job Creation: The industry supports 2.6 million jobs and produces 29.1 billion in government revenue. Local Business Stimulus: Arts attendees spend an average of $31.47 per person per event beyond the cost of admission, providing crucial income for local restaurants, parking, and lodging. Tourism Impact: One-third of arts attendees travel from outside the county and spend an average of $48 per person, boosting the local tourism economy. Economic Growth: In California, nonprofit arts organizations contribute billion to the economy and generate 2.159 million in state and local tax revenues. High-Growth Sector: Arts and cultural goods and services contributed 540.9 billion to the U.S. economy in 2022, with employment reaching 5.2 million. Community and Social Benefits Social Cohesion: Art projects, particularly those involving public art or community collaboration, build social cohesion by creating safe, welcoming, and inclusive spaces. Health and Well-being: Nearly 45% of medical institutions offer arts programs, with 80% of them doing so to improve patient recovery and well-being. Youth Development: Students with high arts involvement are 3 times more likely to earn a bachelor's degree than those with low access. High-arts students also show lower rates of juvenile delinquency. Civic Engagement: Cultural participants are twice as likely to volunteer, strengthening community engagement. Urban Revitalization: Cultural investments, such as mural programs and public art, contribute to neighborhood revitalization, with initiatives like highlighting how different sized organizations have adapted, which according to can spark growth and ensure innovation.
