Dear Frank L. Blackett:
This letter reports on the completion of Pacific Gas and Electric Company's (PG&E) efforts to address
Recommendation 15 (R-15) from the 10th 5-year Part 12D safety inspection report (dated June 2015)
and Recommendations 1 and 9 (R-1 and R-9) from the 11th 5-year Part 12D safety inspection report
(dated October 2020) for Philbrook Dam, which is part of PG&E’s DeSabla-Centerville Hydroelectric
Project, FERC No. 803. PG&E submitted its original plan and schedule for addressing R-15 in a letter
to your office dated December 15, 2015; original plan and schedule for addressing R-1 and R-9 in a
letter dated December 31, 2020; and most recent update and extension of time request regarding the
recommendations in a letter dated June 18, 2024.
Summaries and conclusions of PG&E’s efforts to address the recommendations are enclosed with
this letter (Enclosure 1). A geotechnical report including updated stability analyses is provided in
(Enclosure 2). PG&E has reviewed the consultant’s report and concurs with the information presented
therein.
PG&E believes that R-15, R-1, and R-9 have been satisfactorily addressed based on the information
enclosed with this letter. Should you have technical questions concerning this matter, please contact
