Blackett: This letter requests an extension of time (EOT) to file the final construction report (FCR) for the Grizzly Tap removal and reconnection project at Bucks Creek Powerhouse, w hich is part of Pacific Gas and Electric Company’s (PG&E) Bucks Creek Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 619. On April 22, 2021, FERC issued an Order Amending the Bucks Creek Hydroelectric Project, FERC No. 619 (“Project”) License to Change Transmission Line Route and Revising Project Description. Following the Order, on April 29, 2021, FERC’s San Francisco Regional Office authorized PG&E to proceed with the proposed project modifications. Due to impacts from the Dixie Fire, PG&E filed an EOT request on January 13, 2022. PG&E continued to experience project delays due to Dixie Fire impacts and restricted access due to landslides in the project area . In addition, the reconnection work was also dependent on the 115 kV Transmission Line Rebuild, due to these delays PG&E filed an EOT request on May 23, 2023, and February 29, 2024. PG&E has completed the 115-kV Transmission Line Rebuild Phase I work. PG&E utilized a temporary shoofly to perform testing, commissioning occurred on December 23, 2023. PG&E remobilized in summer 2024 to complete the remaining civil work at Bucks Creek powerhouse but had to demobilize to accommodate the rebuilding the 115-kV Transmission Line Rebuild Phase II work which included removing the existing temporary shoofly. This was necessary due to limited space at Bucks Creek powerhouse yard and the overlapping project work areas. For these reasons, construction completion of the remaining civil work at Bucks Creek powerhouse has slipped to August 29, 2025. PG&E respectfully requests an EOT to file the FCR with FERC on November 28, 2025.
