Dear Mr. Cruzen:
This is in response to letters dated July 28, 2023 and February 26, 2024 from
Mr. Robert Ellis that submitted a geotechnical investigation report and geotechnical
engineering report to collectively address Recommendations 8 and 18 (R-8 and R-18)
from the first 5-year Part 12D safety inspection report and Recommendations 1, 2, and 19
(R-1, R-2, and R-19) from the second 5-year Part 12D safety inspection report for the
Round Valley Development, which is part of the DeSabla-Centerville Project, FERC No.
803. We have reviewed the submittals, and the enclosure contains our comments.
Within 45 days of the date of this letter, address our comments or provide a plan
and schedule to address our comments. File your submittal using our eFiling system at
https://www.ferc.gov/ferc-online/overview. When eFiling, select Hydro: Dam Safety;

1. We understand that Bray and Travasarou (2007) and Makdisi-seed (1978) has
been used to estimate seismic deformations. However, detailed assumptions and
parameters used for each estimation were not provided. To clearly show your
work processes on these simplified methods, provide the worksheet for each
analysis showing how the input values and assumptions have been used to
calculate the seismic deformation, including numerical values at each step and the
rationale behind those choices.
2. Table 2 of Gannet Fleming’s June 29, 2023, Engineering Report states that water
levels in piezometers B-2 and B-4 may be erroneous since some recordings are
higher than the reservoir level. However, due to the high number of fines in the
fill, it is possible that the embankment did not have sufficient time to drain pore
water pressure, leading to piezometer readings higher than the reservoir. Future
stability analyses should consider the possibility of delayed drainage of the
embankment fill, or other situations that could result in higher phreatic levels.
