Re: Quality Control and Inspection Program for Road Repair for DeSabla Powerhouse
Dear Mr. Cruzen:
This is in response to a letter dated July 10, 2024 from Mr. Kyle Ingvoldsen that
submitted a revised Quality Control and Inspection Program for road repairs at the
DeSabla Powerhouse, which is part of the DeSabla-Centerville Hydroelectric Project,
FERC Project No. 803. We have reviewed the submittal, and we have the following
comment:
• In our July 5, 2024 letter we provided conditional authorization for road repairs
at the DeSabla Powerhouse based on information provided in your April 11,
2024 authorization request. Our comment requested the missing resume for
Mr. Welty shown as having stop authority in the Quality Control Inspection
Program (QCIP). As part of your response to address our conditional
authorization comment, you proposed a replacement inspector in lieu of
providing the missing resume for Mr. Welty. Note that any replacement of a
QCIP team member must be reviewed and accepted by us prior to them
performing that role in the field. This applies to all future submittals that
involve changes to QCIP team members after construction has been
authorized. No response is required for this comment.
