To the Supervisors,
I am writing to you to state that the Tuscan Ridge Planned Development Rezone (PUD21-0001), with
ensuing Vesting Tentative Subdivision Map (TSM21-0002), and Minor Use Permit (MUP21-0002) is poorly
thought out, and in violation of code and common sense considerations.
There is the violation of the scenic code as set forth in Chapter 10 of the Butte County General Plan,
Section C, article c:“Scenic Highway (-SH) Zoning -The Butte County Zoning Ordinance uses the Scenic
Highway Overlay Zone (-SH) to establish standards to preserve the natural aesthetic qualities of areas
visible from roadways designated as scenic highways by the State of California or the Butte County Board
of Supervisors. This includes: the Skyway with its expansive views of the Northern Sacramento Valley and
Coast Range”.
The commonsense consideration is that the property lies within the Wildland-Urban Interface of the
Paradise Ridge where wildfires have increasingly swept through from 1999 to present day. Data source
BFSC, CALFIRE Butte County. We should strive to follow guidelines set out by Attorney General Bonta: “
Project Location: Project placement in the landscape relative to fire history, topography, and wind
patterns also influences wildfire risk. Local governments should limit development along steep slopes
and amidst rugged terrain to decrease exposure to rapid fire spread and increase accessibility for fire-
fighting. “(Oct. 10, 2022) “Put simply, bringing more people into or near flammable wildlands leads to
more frequent, intense, destructive, costly, and dangerous wildfires.” (Best Practices for Analyzing and
Mitigating Wildfire Impacts of Development Projects Under the California Environmental Quality Act)
Other overriding considerations are that readily available water or sewer treatment services do not exist.
These would have to be developed at great cost, financially and environmentally.
Lastly, quite possibly the main consideration, is that the town of Paradise is just beginning to recover and
rebuild since the Camp Fire. In 2017, at the time of the fire, the population was 26, 532 (U.S.
Government Census). In 2024, the population is approximately 8,285 (Neilsberg Research, August 2024).
The main consideration is: With Paradise having recovered only a quarter of its former population, is a
sprawling suburb really something to be considered at this time?
My request to you is to Vote NO on the Tuscan Ridge Planned Development.
