So far, the biomass reduction and carbon sequestration industry has evolved into tax incentive
and funding, for large scale, top-down “Tech solutions”. Considering the biomass feedstock
cost, inventory liability and logistics involved, it is my opinion no large-scale biomass
conversion to hydrogen or wood conversion systems will be built. I have a suggestion for
developers that approach the County related to siting a system, you should request a due
diligence, “fatal flaw” analysis also! It would eliminate much of the prolonged hype!
As you know, I have been lobbying for the Biomass Mitigation Fund (BMF) to augment grant
funds and expedite business development and biomass reduction options, small and medium
scale. Basically, the BMF is a funding disparity adapter. My request is the Board help
facilitating a small amount of risk capital into a County preferred EDC fiduciary manager. The
purpose will be to loan to biomass management startups! Basically, what 3CORE should do
but can’t the way they are structured. I am sure you are seeing the bottleneck in Workforce
Development and jobs today, not years down the road! BMF

Every year my BMF campaign drags on, the closer we get to implementing the pilot concept
and the next step is a steering committee! Can Butte County EDC take the lead with the
