PoC adjusts for excess deaths that make all the causes go higher. But does the cause under study
increase as a percentage of all-cause? It seems that this method shows LITTLE TO NO EXCESS as a %
of All-Cause deaths.

But 2021 has more. Why would that me the case if it prevents Covid?
These are dead people who had families, not just pixels on a graph.

What is Newsom doing about this?
